A fresh examination of the relationship between two key issues in the on-going debate on urban governance - leadership and community involvement. It explores the nature of the interaction between community involvement and political leadership in modern local governance by drawing on empirical data gathered from case-studies concerning cities in England, Germany, Greece, Italy, the Netherlands, New Zealand, Norway, Poland, and Sweden. It presents both a country specific and cross-cutting analysis of the contributions that communities and leaders can make to more effective local governance. These country specific chapters are complemented by thematic, comparative chapters addressing alternative forms of community involvement, types and styles of leadership, multi-level governance, institutional restrictions and opportunities for leadership and involvement, institutional conditions underpinning leadership and involvement, and political culture in cities. This up-to-date survey of trends and developments in local governance moves the debate forward by analysing modern governance with reference to theories related to institutional theory, legitimation, and the way urban leadership and community involvement compliment one another. This book will be of great interest to students and scholars of politics and urban governance, and to all those concerned with questions of local governance and democracy.

Ideal for students and practitioners working in spatial planning, the Europeanization of planning agendas and regional policy in general Spatial Planning Systems and Practices in Europe develops a systematic methodological framework to analyze changes in planning systems throughout Europe. The main aim of the book is to delineate the coexistence of continuity and change and of convergence and divergence with regard to planning practices across Europe.Based on the work of experts on spatial planning from twelve European countries the authors underline the specific and context-dependent variety and disparateness of planning transformation, focusing on the main objectives of the changes, the driving forces behind them and the main phases and turning points, the main agenda setting actors, and the different planning modes and tools reflected in the different "policy and planning styles".Along with a methodological framework the book includes twelve country case studies and the comparative conclusions covering a variety of planning systems of EU member states. According to the four "ideal types" of planning systems identified in the EU Compendium, at least two countries have been selected from each of the four different planning traditions: regional-economic (France, Germany), Urbanism (Greece, Italy), comprehensive/integrated (Denmark ,Finland, Netherlands, Germany), "land use planning" (UK, Czech Republic, Belgium/Flanders),along with two additional case studies focusing on the recent developments in eastern European countries by looking at Poland and in southern Europe looking at Turkey.

The main theme of this book is the adaptation process of the new EU member states from Central-Eastern Europe (Hungary and Poland) to the multi-level system of governance in public policy, particularly in the regional and environmental policy areas. The work conceptualizes policy learning and institutional and policy adaptation within the EU system of governance and draws lessons from the experience of previous waves of enlargement-cohesion-countries (Ireland, Portugal and Greece). In doing so, the book makes an important contribution to the literature on the transformation of domestic policy-making structures, as a result of the increasing Europeanization of public policy, as well as on the conceptual tools, explanatory variables and mechanisms determining this process.

Angela Liberatore Governance shifted from a concept used by a few specialists to one quite widely (while surely not universally) used in policy making circles and pub lic debate. This does not mean that the interpretation of the concept is in the meantime uncontested or obvious. Analytical and policy debate is at times quite heated on whether "governance" means "privatisation of government" or rather involvement of various actors at various levels in policy making without 'dismantling' the role of public authorities. Therefore, a better un derstanding is needed of what "governance" actually means, why and how governance arrangements and actors in Europe are changing, and what are the implications of such changes -for instance in terms of democracy and le gitimacy. Such understanding is especially needed in the specific context of the challenges to European policy making and institutions posed by the struc tural changes in the European society and economy, the ongoing enlargement of the European Union, and the new global context. The analytical and policy need to better understand governance is ac knowledged and taken care of in a number of national and international re search initiatives, and is part of a collective European endeavour. Research on "governance and citizenship" started being undertaken in European Community research programmes within the Key Action "Improving the socio-economic knowledge base" of the 5'h Framework Research Programme and will be further supported in the 6'h Framework Programme, under the priority on "Citizens and governance in the knowledge-based society".
