During the past fifty years, the Congresses and presidents of the United States have made many efforts to improve the performance of the federal government. In this book, a leading expert in public management examines the most important reform statutes passed and concludes that the problem is not too little reform but too much. Paul Light explains that Congress and the presidency have never decided whether they trust government and its employees to do their jobs well, and so they have moved back and forth over the decades between four reform philosophies: scientific management, war on waste, watchful eye, and liberation management. These four philosophies, argues Light, operate with different goals, implementation strategies, and impacts. Yet reform initiatives draw on one or another of them almost at random, often canceling out the potential benefits of a particular statute by passing a contradictory statute soon afterward. Research on social entrepreneurship is finally catching up to its rapidly growing potential. In The Search for Social Entrepreneurship, Paul Light explores this surge of interest to establish the state of knowledge on this growing phenomenon and suggest directions for future research. Light begins by outlining the debate on how to define social entrepreneurship, a concept often cited and lauded but not necessarily understood. A very elemental definition would note that it involves individuals, groups, networks, or organizations seeking sustainable change via new ideas on how governments, nonprofits, and businesses can address significant social problems. That leaves plenty of gaps, however, and without adequate agreement on what the term means, we cannot measure it effectively. The unsatisfying results are apple-to-orange comparisons that make replication and further research difficult. Until the Department of Housing and Urban Development scandal in 1989, the public knew little about federal inspectors general (IGs). Suddenly, Congress, the press, and the public were seeking answers to a scandal that challenged the role of the IGs in ensuring government accountability. Within days, the IGs were front-page news, and greater emphasis was placed on fraud, waste, and abuse as a measure of whether government could be held accountable.
Monitoring Government offers the first systematic evaluation of the offices of inspector general OIGs and examines the government-wide investment in the IG concept. Despite their increasingly prominent, often controversial, role in the internal oversight of government, very little is known about their institutional or operational problems. To some in the executive branch, OIGs exercise too much discretion at the expense of executive control. To others in Congress, they do not have enough autonomy and responsibility. Overall the question is not only how the OIGs have functioned, but also what role they soundly play in our system of separation of powers.
Paul Light begins with a brief history of the IG concept, from the passage of the 1978 IG Act to the changes in mission with new administrations. He explains the different approaches to accountability, discusses the nature of monitoring the political incentives surrounding findings and recommendations made by IGs, and looks at the dominance of compliance monitoring as the front line against fraud, waste, and abuse.
The book addresses a number of specific issues regarding the policing of government. Using detailed interviews with past IGs and senior-level officials across government, as well as a case study of the Housing and Urban Development scandal, Lights examines a series of specific operational issues. Envisioning a broader role for the IG in the future, he offers recommendations to strengthen the search for accountability.

This book addresses a seemingly simple question: Just how many people really work for the federal government? Official counts show a relatively small total of 1.9 million full-time civil servants, as of 1996. But, according to Paul Light, the true head count is nearly nine times higher than the official numbers, with about 17 million people actually providing the government with goods and services. Most are part of what Light calls the ""shadow of government""nonfederal employees working under federal contracts, grants, and mandates to state and local governments. In this book--the first that attempts to establish firm estimates of the shadow work force-- he explores the reasons why the official size of the federal government has remained so small while the shadow of government has grown so large. Government is under enormous pressure to change. Call it reinventing, reengineering, or plain old change, but the mandate remains the same: produce more with less, and satisfy the customer while doing it. Yet, successful reform must involve more than exhortation and slogans. Paul Light argues that a failure to pay attention to the thickening of government over the past half century may doom any reinventing effort. The federal government has never had so many leaders. There are more layers of management between the top and bottom of government, with more administrative units and occupants at each layer. Bill Clinton is further from the frontlines of government than any president in American history. If the past decades are any indication, he will exit a presidency that is even thicker. Light presents a revealing look at how thick the bureaucracy really is, how and why thickening occurs, what difference it might make, and what can be done to both reverse the process and keep the thickening from growing back. Light shows how the management layers between the top and bottom of government—between air traffic controllers and the Secretary of Transportation, food inspectors and the Secretary of Agriculture, and so on—have steadily increased. In 1960, for example, John F. Kennedy's senior-most appointments came in four layers: secretary, under secretary, assistant secretary, and deputy assistant secretary. By 1992, the number of layers had tripled. In the meantime, the number of occupants at each layer grew geometrically; the number of assistant secretaries jumped from 81 to 212. A government of managers means the president has very little direct access or control over what happens far below, a basic problem of accountability. Information gets distorted on the way up, and guidance gets lost on the way down. Thickening often creates so many bureaucratic baffles that no one can be held accountable for any decision; mid-level workers may have so many bosses that they effectively have none. Light concludes that practically nothing by way of quality management, service-government, or employee involvement can work with these towering government agencies. But practically nothing will fail if a radical "down- layering" is undertaken now.

Light's controversial new book, The New Public Service, this January's 4.8 percent federal pay increase will do little to compensate for what potential employees think is currently missing from federal careers. Talented Americans are not saying ""show me the money"" but ""show me the job."" And federal jobs just do not show well.All job offers being equal, Light argues that the pay increase would matter. But all offers are not equal. Light's research on what graduates of the top public policy and administration graduate programs want indicates that the federal government is usually so far behind its private and nonprofit competitors that pay never comes into play.Light argues that the federal government is losing the talent war on three fronts. First, its hiring system for recruiting talent, top to bottom, underwhelms at almost every task it undertakes. Light presents a revealing look at how thick the bureaucracy really is, how and why thickening occurs, what difference it might make, and what can be done to both reverse the process and keep the thickening from growing back. Light shows how the management layers between the top and bottom of government—between air traffic controllers and the Secretary of Transportation, food inspectors and the Secretary of Agriculture, and so on—have steadily increased. In 1960, for example, John F. Kennedy's senior-most appointments came in four layers: secretary, under secretary, assistant secretary, and deputy assistant secretary. By 1992, the number of layers had tripled. In the meantime, the number of occupants at each layer grew geometrically; the number of assistant secretaries jumped from 81 to 212. A government of managers means the president has very little direct access or control over what happens far below, a basic problem of accountability. Information gets distorted on the way up, and guidance gets lost on the way down. Thickening often creates so many bureaucratic baffles that no one can be held accountable for any decision; mid-level workers may have so many bosses that they effectively have none. Light concludes that practically nothing by way of quality management, service-government, or employee involvement can work with these towering government agencies. But practically nothing will fail if a radical "down- layering" is undertaken now.
