This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning ''strategic partnership'' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of ''mutual respect'' and ''equality''. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia''s annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive ''strategic partnership'', but they are not ''allies''.

This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. Bolt uses the relationship between China and Southeast Asia's ethnic Chinese as a case study, and he focuses on the potential role of a diaspora in the economic and political development of its homeland as well as the role of the state in dealing with transnational economic actors. He examines China's post-1978 policy of attracting ethnic Chinese investment in light of historical relations between China and its diaspora community, demonstrating that China has, through various measures, consistently aimed at tapping the resources of Asia's ethnic Chinese. He then analyzes the contributions that ethnic Chinese have made to China's development, showing that such contributions have been tremendously important both in terms of the accumulation of capital and the transfer of business skills. Bolt probes how ethnic Chinese intervention in China's economy has affected the politics of the Chinese state. He concludes by looking at the international implications of Chinese development being spurred largely by a Chinese diaspora community, and he demonstrates how China's efforts to attract ethnic Chinese investments have complicated China's relations with Southeast Asia and led to discussions of a Greater China. An important analysis for scholars, researchers, and policy makers involved with contemporary Southeast Asian and Chinese political, military, and economic issues.

In the brief experience the world has had during the post-9/11 era, much has been made of the need for sharing intelligence in the war on terror, and a lot of emphasis has been placed on the desirability of interfaith dialogue between Christians and Muslims. But comparatively little attention has been paid to a crucial component of intercultural cooperation on the key global security issues facing the world today: that between and among the United States, Russia, and China. This book examines key security issues of the day from the perspectives of those three powers. From an American perspective, Russia represents an erstwhile enemy of the Cold War era who has the potential to become an ally, while China is poised to become either an enemy, an ally, or an economic rival, depending on whom you listen to. From a Russian perspective, the United States is a former ally during World War II turned Cold War enemy turned lone superpower, with the potential for cooperation and conflict, while China has always embodied both ally and rival, even during the Communist era. To the Chinese, who have had rivalries and cooperative relations with both powers, the United States is currently a valued supplier of both raw materials and a vast market for Chinese goods, while Russia and the United States are rivals in the scramble for influence in the Middle East and elsewhere. With such a complicated history and with a future fraught with all sorts of possibilities, how can these three key powers cooperate in managing and responding to global security threats and terrorism? This book examines key issues of the day, including the threat posed by al Qaeda, WMD, energy security, environmental security, ethnic and religious conflicts, and a nuclear North Korea, from the perspectives of the United States, Russia, and China. Each chapter is written by scholars from at least two of the three countries. In this manner, the book embodies that which it seeks to demonstrate, becoming in itself an artifact of intercultural cooperation in the new international security environment.

A critical look at how China’s growing strategic arsenal could impact a rapidly changing world orderChina’s strategic capabilities and doctrine have historically differed from the United States’ and Russia’s. China has continued to modernize and expand its arsenal despite its policy of no first use, while the United States and Russia have decreased deployed weapons stocks. This volume brings together an international group of distinguished scholars to provide a fresh assessment of China's strategic military capabilities, doctrines, and political perceptions in light of rapidly advancing technologies, an expanding and modernizing nuclear arsenal, and an increased great-power competition with the United States. Analyzing China's strategic arsenal is critical for a deeper understanding of China’s relations with both its neighbors and the world. Without a doubt, China’s arsenal is growing in size and sophistication, but key uncertainties also lie ahead. Will China’s new capabilities and confidence lead it to be more assertive and take more risks? Will China’s nuclear traditions change as the strategic balance improves? Will China’s approach to military competition be guided by a notion of strategic stability or not? Will there be a strategic arms race with the United States? China's Strategic Arsenal provides a current understanding of these issues as we strive for a stable strategic future with China.
