''Outstanding ... combines a glimpse behind the security screens with a sharp analysis of the real global insecurities - growing inequality and unsustainability'' - New Internationalist

Written in the late 1990s, Losing Control was years, if not decades, ahead of its time, predicting the 9/11 attacks, a seemingly endless war on terror and the relentless increase in revolts from the margins and bitter opposition to wealthy elites.

Now, more than two decades later and in an era of pandemics, climate breakdown and potential further military activity in the Middle East, Asia and Africa, Paul Rogers has revised and expanded the original analysis, pointing to the 2030s and ''40s as the decades that will see a showdown between a bitter, environmentally wrecked and deeply insecure world and a possible world order rooted in justice and peace.

Well over 100,000 civilians have died in Iraq and Afghanistan, many tens of thousands have been detained without trial, and torture, prisoner abuse and rendition have sullied the reputation of the United States and its coalition partners.

Why We’re Losing the War on Terror examines the reasons for the failure, focusing on American political and military attitudes, the impact of 9/11, the fallacy of a New American Century, the role of oil and, above all, the consummate failure to go beyond a narrow western view of the world.

More significantly, it argues that the disaster of the war may have a huge if unexpected bonus. Its very failure will make it possible to completely re-think western attitudes to global security, moving towards a sustainable policy that will be much more effective in addressing the real threats to global security – the widening socio-economic divide and climate change.

This book, first published in 1994, analyses the changing world order at the end of the Cold War. As the East-West military axis was replaced by North-South economic polarization and global insecurity, it became clear that future wars were likely to stem from resource and environmental conflict and from the effects of mass movements of displaced people. Using case studies from around the world, the authors diagnose the problems caused by increasing militarism, and analyse the links between conflict, poverty, development and the environment.

As the ‘War on Terror’ evolves into the ‘Long War’ against Islamo-fascism, it demands an enduring commitment to ensuring the security of the United States and its allies. This policy is based on the requirement to maintain control in a fractured and unpredictable global environment, while paying little attention to the underlying issues that lead to insecurity. It is an approach that is manifestly failing, as the continuing problems in Afghanistan and Iraq demonstrate.

Moreover, ‘control’ implies the maintenance of a global order that focuses on power remaining in the hands of a transnational elite community, principally focused on North America and Western Europe, but extending worldwide. This elite largely ignores socio-economic divisions and environmental constraints, and sees continuing stability as being best achieved by the maintenance of the status quo, using force when necessary.

This collection of essays by Professor Paul Rogers argues that this post-Cold War security paradigm is fundamentally misguided and unsustainable. It concludes with two new essays on the need for a new conception of global security rooted in justice and emancipation.

Global Security and the War on Terror will be essential reading for students and scholars of security studies, the Cold War, international relations and development studies.

This volume explores in close detail the events and factors leading up to the second Gulf War in 2003 and considers whether war with Iraq was inevitable.

Nick Ritchie and Paul Rogers argue that after the election of George W. Bush, conflict between Iraq and the United States was probable, and that after 9/11 it became virtually inevitable. They begin by setting the story of Iraq, Bush and 9/11 within the broader context of the importance of the Persian Gulf to enduring US national security interests and go on to examine the intense politicking that surrounded the conflict and still reverberates today.

The authors examine US policy towards Iraq at the end of the Clinton administration, the opposition in Congress and Washington’s conservative think tanks to Clinton’s strategy of containment, and the evolution of Iraq policy during the first eight months of the Bush presidency and the growing pressure for regime change. They also explore the immediate focus on Iraq after the attacks of September 11 that marked a watershed in US national security policy and chart the construction of the case against Iraq through 2002 and the administration’s determination to end Saddam Hussein’s regime at all costs.

The Political Road to War with Iraq will be of great interest to all students and scholars of US foreign policy, war and peace studies and international relations.
