The plight of Catholics in Elizabethan England has long attracted the interest of historians and it has long been appreciated that the key to understanding their position lies partly in the voluminous polemical literature which they published. Nearly three hundred tracts were printed in English and Latin and more circulated in manuscript. The purpose of this book is to use such material as a source for understanding the political ideas of this religious minority in the age of the Wars of Religion. Dr Holmes concentrates on the two principal dilemmas which faced Catholics: whether they should remain loyal to the Queen or might resist her government and how far, if loyal, they might accommodate themselves to the religious laws she imposed on all Englishmen. He sees the Catholic response to both these problems as being in essence an interplay between the desire to resist and the need to find compromise or some means of peaceful accommodation with the political and religious status quo.

Could they, for example, practise equivocation to avoid arrest, possible imprisonment and execution? Could they use force against their captors? What contact could they maintain with Protestants in order to survive and carry on a normal life? In such a context it is not surprising that a training in casuistry, the science of resolving difficult cases of conscience, was an important aspect of the education of English Catholic missionary priests.A number of the manuals used in that training have survived, largely in manuscript versions only. This volume, a companion to Dr Holmes' selection from Elizabethan materials (Elizabethan Casuistry, 1981), contains discussions and debates dating from the reign of Charles I. Their author was Thomas Southwell, a professor at the English Jesuit College in Liège, a respected scholar and teacher. He focuses on the problems facing Catholic priests and laymen under persecution in England, discussing, for example, attitudes to the Oath of Allegiance, the Roman Index of Prohibited Books and the Church's laws on fasting.In addition, there are cases here about witchcraft, astrology, duelling, usury, monopolies and bills of exchange. An important section contains over sixty cases dealing with betrothal and marriage, both from the point of view ofEnglish Catholics and in more general terms.The documents are accompanied by a full critical introduction, setting them in context, and elucidatory notes.Peter Holmes holds a doctorate in History from the University of Cambridge, where his research focused on the political thought of the Elizabethan Catholics

First published in 1983, French Planning in Theory and Practice (now with a new preface by the authors) provides the first detailed account since the late 1960â€™s of the French system of economic planning, and its relevance for other market economies. It offers an original and non-technical rationale for planning in a market system and examines the decline in French planning, at a time when the new government was attempting to extend the traditional planning system.
The initial theoretical part of the book is primarily addressed to economists. It reviews the literature on indicative planning and argues that it is severely deficient, above all in failing to take account of the implications of uncertainty on private decision-making. These problems have empirical relevance for the French experience, and lead to the proposal for a different form of planning, supplying co-ordination that would not be spontaneously forthcoming in the public or private sectors. The analysis goes beyond the scope of French planning and has policy relevance for all market economies.
Although written with the main analytic issues in mind, the remainder of the book stands independently as a comprehensive study of planning in France. It traces the gradual loosening of the links between policy making and planning in France and tries to draw the lessons from this experience for the practice of planning. The authors conclude that the type of planning that had seemed so successful in the 1960â€™s was simply no longer possible in the economic and political climate of the 1970â€™s, yet no real attempt was made to define an alternative role for the plan. The political and administrative authorities were happy to see planning fade. The arrival of the Socialist government offered great scope for the revival of the process, but the authors caution against supposing that political will was the only vital ingredient. The book is based on extensive interviews with planners, analysts, and decision-makers as well as on published and unpublished written and statistical sources.
