The growth of transfers from miniscule to major proportion of the gross national product has resulted in a decreasing productivity, increasing allocation of resources in obtaining and maintaining transfers, as well as increasing the social tension over the legitimacy and allocation of transfers. The authors of this study trace the historical reasons for the rise of transfers, most specifically in the United States. They offer a detailed analysis of the impact of the entire constitution and its interpretation on economic activity. In their provocative conclusion they argue against the willing surrender of transfer privileges and offer in solution the suggestion that new constitutional provisions be drafted to limit the power of government to effect transfers and reestablish our economic health. In the American West, trappers, miners, and farmers often preceded the formal institutions of government and therefore had to invent their own institutional framework. Early historians like Frederick Jackson Turner and Walter Prescott Webb found heroes in this romantic frontier. Modern historians, however, are challenging the traditional histories, arguing that the history of the West is one of natural resource waste, minority exploitation, and political manipulation by a powerful elite. This book challenges many conclusions from both schools in a framework that considers Western history as an episode in the evolution of property rights. The authors in this volume provide a new way of thinking about the West that relies neither on heroes nor villains but argues that economics and politics shaped the institutional environment of the American West.

This collection of new and classic essays by a group of distinguished economists and wildlife experts challenges the prevailing idea that wildlife and markets are inimical to one another, arguing that markets can play an important role in preserving animal species and their habitat. In fact, the editors argue, the late nineteenth-century slaughter of wild game occurred because common ownership gave no incentive for hunters to limit their take or for owners of habitat to invest in wildlife. Using case studies from North America and southern Africa, the essays discuss how 'enviro-capitalism' has been successfully implemented to encourage elephant and rhino preservation and look at the politics of the international ivory ban. They examine the historical role of incentive wildlife management and the problems with political wildlife management that do not take into account the ownership of habitat.

The author's story begins in 1946. He recalls a UK canalside cottage and an early family crisis. He moves rapidly onwards to his sporting school years and forward to his active service at sea from age 16. His narrative includes accounts of early worldwide voyages as a Cadet Officer in the British Merchant Navy. Here is an 'all oceans' story. The author credits his own survival to 'the Grace of God and the kindness of strangers'. His account also refers in verse to the inspiring endurance of an albatross, first observed as a 17-year-old officer in training during a 1963 wild-ocean voyage to South Africa. 'Deep Seas and Tall Ships': A title inspired by the author's first 14-month deep ocean voyages and his long service in UK Tall Ships. Sea service was to mould six decades of the author's active life. He made regular voyages in Atlantic hurricanes and ice. His mid-life BA degree was supported financially by regular employment on worldwide subsea cable projects. The author splices in his salt-stained verse, employing his award-winning poetic style. He includes his recent war poem recalling the daylight bombing of RFA ships during the 1982 Falklands war entitled: 'Sir Galahad - a Lament'. His 25-year span of service in UK Tall Ships ended in 2015.
