Idén om världsmedborgaren framspringer ur drömmen om en mänsklig gemenskap i en och samma värld. Peter Kemp skildrar idéns utveckling från antiken till upplysningen, från stoikerna till Kant, och hur den förs vidare av samtida politiska tänkare. Men han nöjer sig inte med att skriva idéns historia utan försöker konkretisera den i förhållande till dagens globala problem: den transnationella ekonomin, sammanstötningarna mellan nationer och kulturer, hoten mot en hållbar utveckling. För Kant var världsmedborgaren ett pedagogiskt ideal. I föreläsningar om pedagogik, som hans elever utgav 1803, heter det: »Föräldrarna sörjer för hemmet, furstarna för staten. Ingen av dem har som överordnat mål det som är bäst för världen eller den fulländning som mänskligheten är bestämd till och har anlag för. Utkastet till en plan för uppfostran måste därför bli kosmopolitiskt.» Med andra ord kan idealet för bildning och utbildning inte bara gälla hemmet och staten, utan måste vara det som är bäst för världen och mänskligheten, och därför kan det endast bestå i att barnet och eleven blir till världsmedborgare. Kemp tar upp den här tråden från Kant. Mot bakgrund av världsmedborgar-idéns historia och de utmaningar som tvingar vår tids människor att tänka kosmopolitiskt, vänder han sig till den pedagogiska frågan om vad det betyder att fostra till världsmedborgarskap. Med utgångspunkt i hermeneutiken och särskilt Paul Ric?urs tänkande skisserar Kemp grunddragen i en pedagogisk filosofi som har bildandet av världsmedborgare som ideal.

Peter Kemps bok om Lévinas är en mycket tät, men klargörande genomgång av hans tankar, deras rötter och vidare liv hos andra tänkare. Den franske filosofen Emmanuel Lévinas intresse är relationen mellan människor - ett etiskt förhållande som är ansiktenas möte, ett möte mellan fyra ögon. Det är en välkommen introduktion. Lévinas prosa är, som en del andra filosofers (inte minst de franska), ganska svårtillgänglig. Men hans tankar känns angelägna i tider av växande främlingsfientlighet och etniska konflikter.
