The context in which environmental policy decision-making occurs has changed, resulting from widening environmental problems, increased demands from groups and citizens, continuing pressure on the continent's resources and normative shifts. The complexity of current issues is related to an even broader contextual shift: the globalization of environmental issues exacerbated by trade liberalization, especially on a regional level and the potential contradictions between trade and the environmental international agenda that this implies. This volume studies the new dimensions of resource conflict between Canada and the United States, accounting for the emergence of new bilateral environmental issues and detailing how trade liberalization has fostered both disputes and policy convergence. It also examines the recent shifts in America towards a unilateral foreign policy and how this affects active Canadian diplomacy Ideal as a resource tool for students and academics, this book will be a key resource in the areas of global governance, US-Canadian foreign policy and environmental policy.

Ecoviolence, defined broadly as the intersection between human-human exploitation and the destruction of nature, is one of the defining features of our time. Examines the challenges of environmental governance in contemporary North America.What are the most important transnational governance arrangements for environmental policy in North America? Has their proliferation facilitated a transition towards integrated continental environmental policy, and if so, to what degree is this integration irreversible? These governance arrangements are diverse and evolving, consisting of binational and trinational organizations created decades ago by treaties and groups of stakeholders-with varying degrees of formalization-who work together to address issues that no single country can alone. Together they provide leadership in numerous areas of environmental concern, including invasive species, energy efficiency, water, and terrestrial and aquatic wildlife. This book explores these arrangements, examining features such as stakeholder inclusion, organizational activities and functions, and issue comprehensiveness. Overall, the contributors report an underdeveloped policy architecture consisting of fragmented regional transnational networks of stakeholders and underfunded binational and trinational organizations. They also show evidence of substantial policy entrepreneurship and a vibrant informal underbelly to North American environmental governance, which will be vital in the challenging days ahead.

Canada is one of the most beautiful, varied, and inspiring natural environments on earth. Few countries contain such topographical differences as the West Coast, the mountain regions, the prairies, the Arctic, the cityscapes close to the American border, and the eastern forests. The Canadian territory is the second largest in the world, and it borders on three oceans--its fourth border is with the United States, the most powerful economy in the world. This provides Canadians unique access to a large market, but also raises many problems related not only to political and cultural influence, but to transborder pollution. This book investigates the complexities of Canadian environmental policy. The text is split into three sections: the political context in which decisions are made; issue areas in need of engagement; and perspectives on the achievement of sustainable development, which colour the Canadian conceptual landscape. There is growing recognition that the post-Cold War era demands new conceptions of global and human security. In this highly readable account of international security issues, Peter Stoett begins by disussing four principal security threats: state violence, environmental degradation, population displacement, and globalization. Employing a minimalist-maximalist framework - the minimalist interpretation applies to conventional and restricted legal definitions of a term, while the maximalist interpretation refers to broader conceptions of problems, often global in effect - Stoett argues that the acceptance of either perspective has profound conceptual and immediate praxiological implications. While the latter may tend to see security in terms of the state and governance within an international system, it is the former, more specific, interpretation that is suitable for policy analysis. This book explores violence against the environment within the broad scope of transnational environmental crime (TEC): its extent, perpetrators, and responses. TEC has become one of the greatest threats to environmental and human security today, as well as a lucrative enterprise and a mode of life in many regions of the world. Transnational Spheres of Ecoviolence argues that we cannot seriously consider stopping TEC without also promoting environmental (and climate) justice. The spheres covered range from wildlife and plant crime to illegal fisheries to toxic waste and climate crime. These acts of violence against the environment are both localized in terms of event and impact, and globalized in terms of market drivers and internationalized responses. Because it is so often intimately linked to political violence, coerced labor, economic and physical displacement, and development opportunity costs, ecoviolence must be viewed primarily as a human security issue; the fight against it must derive legitimacy from impacts on local communities, and be twinned wth the protection of environmental activists. Reliance on the generosity of distant corporations or the effectiveness of legal structures will not be adequate; and militarized responses may do more harm to human security than good to nature. A transformative approach to transnational ecoviolence is a very complex task affected by the geopolitics of neoliberalism, authoritarian states, rebel factions and extremists, socio-economic patterns, and many other factors. In this challenging text, the authors capture this complexity in digestible form and offer a wide-ranging discussion of commensurate policy recommendations for governments and the general public.
