Die Bedeutung und die Funktionsweise der föderalen Mitbestimmung hat in der Forschung zum politischen System des Deutschen Kaiserreichs bislang nur wenig Beachtung gefunden. Während der Bundesrat als ein Reichsorgan betrachtet wurde, in dem die preußische Hegemonialmacht quasi im Alleingang die Politik bestimmen konnte, trat die Rolle der übrigen Länder in der politischen Entscheidungsfindung zunehmend in den Hintergrund.Auf der Grundlage verschiedener quellengestützt aufgearbeiteter Gesetzgebungsprozesse aus dem Feld der Reichsfinanzpolitik zeigt Philipp Höfer auf, dass die Möglichkeiten der Einzelstaaten zur Beeinflussung der Reichsgesetzgebung deutlich über die des Bundesrates hinausgingen. Anhand der Verhandlungen zu den Reichsfinanzreformen von 1878/79, 1903 und 1906 sowie zum Reformversuch von 1893 wird dargestellt, zu welchem Zeitpunkt, in welchem Rahmen und bezüglich welcher Inhalte die Einzelstaaten Einfluss auf die Reichspolitik nehmen konnten.
