När prostitutionen på 1800-talet i de nordiska länderna skulle reglementeras och göras mindre samhällsfarlig var det enbart mot kvinnorna som åtgärderna riktade sig. Registrering och läkarundersökningar, utegångsförbud på vissa tider och platser, förbud mot vissa kläder: allt visar att det var en kontrollerad, osynlig, ofarlig prostitution som eftersträvades.
