Welfare, Work, and Poverty provides the first systematic and comprehensive evaluation of the impacts and effectiveness of China's primary social assistance program -- Minimum Livelihood Guarantee, or Dibao -- 20 years after its inception. Dibao serves the dual function of (a) providing a basic safety net for the poor and (b) maintaining social and political stability. Despite currently being the world's largest welfare program in terms of population coverage, evidence on Dibao's performance has been lacking. This book offers important new empirical evidence and draws policy lessons that are timely and useful for both China and beyond. Specifically, author Qin Gao addresses the following questions: · How effective has Dibao been in targeting the poor and alleviating poverty? · Have the Dibao recipients been dependent on welfare or able to move from welfare to work? · How has Dibao affected their consumption patterns and subjective well-being? · Do they use the Dibao subsidy to meet survival needs (such as food, clothing, and shelter) or invest in human capital (such as health and education)? · Are they distressed by the stigma associated with receiving Dibao or do they become more optimistic about future and enjoy greater life satisfaction because of the Dibao support? · And finally, what policy lessons can we learn from the existing evidence in order to strengthen and improve Dibao in the future?Answers to these questions not only help us gain an in-depth understanding of Dibao's performance, but also add the Chinese case to the growing international literature on comparative welfare studies. China turned majority urban only in the recent decade, a dramatic leap given that less than 20 percent of its population lived in cities before 1980. This book situates China's urbanization in the interconnected forces of historical legacies, contemporary state interventions, and human and ecological conditions. It captures the complexity of the phenomenon of urbanization in its historical and regional variations, and explores its impact on the country's socioeconomic welfare, environment and resources, urban form and lifestyle, and population and health. It is also a book about China, in which the contributors provide new perspectives to understand the transitions underway and the gravity of the progress, particularly in the context of demographic shifts and climate change.The chapters in China Urbanizing, written by American and Chinese scholars, achieve three interconnected aims. The first is to explore how the process of urbanization has shaped and been influenced by the social, economic, and physical interactions that take place in and beyond cities, and the state interventions intended to regulate such interactions. The second is to examine the shifts and evolutions emerging in urban China, such as the economic slowdown, population aging and low fertility rates, and how cities interact with the environment and planet given China's rising role in the global discourse on climate change. The 12th International Conference on Human Aspects of IT for the Aged Population, ITAP 2026, held as part of the 28th International Conference on Human-Computer Interaction, HCI International 2026 (HCII 2026), took place in Montreal, QC, Canada, during July 2026.A total of 7435 individuals from academia, research institutes, industry, and government agencies from 94 countries submitted contributions to HCII 2026. Following peer review, 1463 papers and 360 posters (as short research papers) are included in the volumes of the HCII 2026 proceedings published just before the start of the conference.Three volumes (LNCS 16734, 16735 and 16736) of the HCII 2026 proceedings are dedicated to this year’s edition of the ITAP Affiliated Conference focusing on topics related to:Health, Telehealth, and Preventive Care Technologies; Cognitive Well-Being and Assistive Interaction; Social Media, Connectedness and Intelligent Assistants;Digital Inclusion and Age-Related Perspectives on Technology; Methods, Design, and Participatory Frameworks;Ageing in Place and Everyday Living Support; Mobility and Navigation Services; AI-Empowered Solutions and Intelligent Assistants.
