This book constitutes the refereed proceedings of the Second International Conference on Electronic Governance with Emerging Technologies, EGETC 2023, held in Poznan, Poland, during September 11–12, 2023. The 15 full papers and one short paper presented were thoroughly reviewed and selected from the 76 submissions.
