Als Band 6 seiner Schriften hat das Institut für politische Wissenschaft nStudien zur Entwicklung der deutschen Parteien bis zur Bundestagswahl 1953« veröffentlicht. Sigmund Neumann hat in der Einleitung zu dieser Schrift die wichtigsten Probleme der nach dem Kriege auch in Deutschland wieder aufgelebten Parteienforschung behandelt. Er hat darauf hingewiesen, daß die Parteiensoziologie sich nicht nur mit den Fragen der Stellung und der Funktion politischer Parteien im Parteiensystem und in der politischen Ordnung eines Landes befaßt, sondern daß seit Robert Michels' aufsehenerregenden Arbeiten insbesondere die Problematik der Binnenstruktur einzel­ ner Parteien das Interesse der politischen Wissenschaft wachgerufen hat. Die lebhafte Kritik, mit der die öffentlichkeit das Wiedererstehen und die Ent­ wicklung der deutschen Parteien seit 1945 verfolgt, bezieht sich einerseits auf die Rolle, die sie im demokratischen Regierungssystem übernommen haben, auf ihre Außenverbindungen, ihre Programmatik und die von ihnen verfolgte politische Linie. Sie wendet sich auf der anderen Seite mit besonderem Eifer immer wieder der Organi­ sationswirklichkeit einzelner Parteien zu. Je weniger Außenstehende über die Prozesse der Meinungs- und der Willensbildung innerhalb dieser Parteien wissen, desto inter­ essierter versuchen sie gewisse Symptome etwa der Teilnahmslosigkeit von Mit­ gliedern oder der Verharschung innerparteilicher Führungsgruppen zu interpretieren. Auf diese Weise hat sich bei vielen unserer Mitbürger ein recht negatives Meinungs­ klischee über die innere Verfassung der politischen Parteien entwickelt. Diese werden weithin angesehen als bürokratisierte, von einer relativ festen Oligarchie geleitete, in der Meinungsbildung ihrer Mitglieder manipulierteGroßorganisationen, die den landläufigen Vorstellungen von einer demokratischen Partei nicht mehr entsprechen.
