In this volume an international team of scholars builds up a comprehensive analysis of the fiscal history of Europe over six centuries. It forms a fundamental starting-point for an understanding of the distinctiveness of the emerging European states, and highlights the issue of fiscal power as an essential prerequisite for the development of the modern state. The study underlines the importance of technical developments by the state, its capacity to innovate, and, however imperfect the techniques, the greater detail and sophistication of accounting practice towards the end of the period. New taxes had been developed, new wealth had been tapped, new mechanisms of enforcement had been established. In general, these developments were made in western Europe; the lack of progress in some fiscal systems, especially those in eastern Europe, is an issue of historical importance in its own right and lends particular significance to the chapters on Poland and Russia. By the eighteenth century `mountains of debt' and high debt-revenue ratios had become the norm in western Europe, yet in the east only Russia was able to adapt to the western model by 1815. The capacity of governments to borrow, and the interaction of the constraints on borrowing and the power to tax had become the real test of the fiscal powers of the `modern state' by 1800-15.

This is the first volume to appear in the 'Origins of the Modern State in Europe' series, which arises from an important international research programme sponsored by the European Sciences Foundation.The aim of the series, which comprises seven volumes, is to bring together specialists from different countries, who reinterpret from a comparative European perspective, different aspects of the formation of the state over the long period from the beginning of the thirteenth to the end of the eighteenth century. One of the main achievements of the research programme has been to overcome the long-established historiographical tendency to regard states mainly form the viewpoint of their twentieth-century borders.Economic Systems and State Finance offers a new approach to the development of the state finance and fiscal systems in Europe. It covers a broad chronological span, beginning with a reassessment of the feudal system and beginnings of state finance, and counting with developments within a comparative European framework as far as 1815 when Britain emerged as the only state to have achieved economic hegemony. The conclusions are presented in four thematic chapters on expenditure, revenues, public credit, and the fiscal burden. The text is underpinned by the comprehensive apparatus of 97 figures, drawn from an important research database established during the research programme. Economic Systems and State Finance is a significant work of scholarship, which will make a permanent contribution to historical debate.

This selection of articles is organized around three broad themes: the nature of the governing system in France (’Absolutism’); the political crisis of the mid-17th-century (the ’Fronde’); and the development of royal finance. The author first considers the growth of the French state in its ideological and institutional aspects, then the opposition such developments provoked, much centred on the figure of Cardinal Mazarin. In the last section particular attention is given to fiscal history, including a comparison of mid-18th-century France with the other states of Europe. Professor Bonney would argue that the ’fiscal imperative’, the increased requirements posed by the costs of war, and the long-term consequences of fiscal growth may be seen as one of the decisive factors in the development of the modern state.

More than three and a half centuries have passed since the Peace of Westphalia ended the Thirty Years' War (1618-48); but this most devastating of wars in the early modern period continues to capture the imagination of readers: this book reveals why.
