Natural Novelty
The Newness Manifest in Existence
AvRichard Boyle
Inbunden, Engelska, 2015

Skickas inom 10-15 vardagar
Novelty is real. Cause-effect relationships come into existence that cannot be attributed to repetition of the relationships that came before them. This idea is relevant to everything from historical sciences, philosophy, religion, to our own subjective experience. But why, in the most general possible sense, do new things happen? It is argued here that novelty results from a kind of “symbiosis” between systems that function in similar ways, but are made from different stuff. Similarly, novelty within consciousness derives from an interactive overlap between logical thought that is representable in language, and subjective thought that is not. These ideas are developed through a consideration of a conceptual history of the new, a logical formalization of how novelty occurs, a discussion of the relevance of novelty to scientific questions surrounding Earth, life and consciousness, and an integrative reading of the respective philosophies of Ludwig Wittgenstein and Martin Heidegger.

Open to the Public
Evaluation in the Public Sector

Open to the Public grows out of concern with evaluation in the public arena and the struggle to understand how best to use the information it generates. Many concepts and models of evaluation, how to undertake it, and how to make it more useful, were developed before government performance became of so much interest to the public. In fact, it is arguable that recent changes in the forms, shapes, structures, and media through which the information developed in the process of evaluation becomes public, require new ways of thinking about its role in society. What is the role of evaluative information in the public arena today? How, when, and under what circumstances does the actual use of evaluative information take place, and what are the forces at play? By compiling and comparing international case studies, this book considers forces that make the information produced in evaluations increasing "open to the public." They provide insights into the many factors that influence evaluation and its use in the public arena. Their case studies include such current topics as: "spin doctoring" of information by the media and this practice's relationship to evaluation studies, the hotly debated issue of school performance, and information about it aired in the public arena, and the controversial link between budget processing and government performance. This book will be invaluable to those conducting evaluations, public employees and commissioners, and those studying public administration.

It is with great pleasure that I welcome you to Lake Tahoe for the 2005 Int- national Symposium on Visual Computing (ISVC). ISVC provides a common umbrella for the four main areas of visual computing: vision, graphics, visu- ization, and virtual reality. The goal of ISVC is to provide a common forum for researchers, scientists, engineers, and practitioners throughout the world to present their latest research ?ndings, ideas, developments, and applications in the broader area of visual computing. The program consists of six oral sessions, two poster sessions, seven special tracks, fourkeynotepresentations, andoneinvitedpresentation.Theresponseto thecallforpapersforthegeneralISVC2005sessionswasverygood.Wereceived over110submissionsfromwhichweaccepted33papersfororalpresentationand 26 papers for poster presentation. Special track papers were solicited separately through the organizing and program committees of each track. A total of 32 papers were accepted for inclusion in the special tracks. All papers were reviewed with an emphasis on their potential to contribute to the state of the art in the ?eld. Selection criteria included accuracy and originality of ideas, clarity and signi?cance of results, and presentation qu- ity. The review process was quite rigorous, involving two or three independent double-blind reviews followed by a one-week discussion period. During the d- cussion period we tried to correct anomalies and errors that might have existed in the initial reviews. Despite our e?orts, we recognize that some papers worthy of inclusion may not have been included in the program. We o?er our sincere apologies to authors whose contributions might have been overlooked. IwishtothankeverybodywhosubmittedtheirworktoISVC2005forreview.

It is with great pleasure that we welcome you all to the proceedings of the 2nd InternationalSymposiumonVisualComputing(ISVC2006)heldinLakeTahoe. Followinga successfulmeeting lastyear, wewitnesseda muchstrongerandmore productive event this year. ISVC o?ers a common umbrella for the four main areas of visual computing including vision, graphics, visualization, and virtual reality. Its goal is to provide a forum for researchers, scientists, engineers and practitionersthroughouttheworldtopresenttheirlatestresearch?ndings, ideas, developments and applications in the broader area of visual computing. This year, the program consisted of 13 oral sessions, one poster session, ten special tracks, and six keynote presentations. The response to the call for - pers was very strong. We received more than twice the papers received last year. Speci?cally, we received over 280 submissions for the main symposium from which we accepted 65 papers for oral presentation (23% acceptance) and 56 papers for poster presentation (20% acceptance). Special track papers were solicited separately through the Organizing and Program Committees of each track. A total of 57 papers were accepted for presentation in the special tracks. All papers were reviewed with an emphasis on potential to contribute to the state of the art in the ?eld. Selection criteria included accuracy and originality of ideas, clarity and signi?cance of results, and presentation quality. The review process was quite rigorous, involving two to three independent blind reviews followed by several days of discussion. During the discussion period we tried to correct anomalies and errors that might have existed in the initial reviews.
