Robert E. Harkavy – författare

In this book Robert E. Harkavy analyses the modern status and the associated diplomacy of basing access, against the background of past political, military, and technological relationships. He provides a comprehensive description of the major powers' global basing networks, including their types, their locations, and the politics and economics of their acquisition. Professor Harkavy also gives details of the facilities the bases make available - naval, air, ground, missile, intelligence, communications, research and testing, environmental monitoring, and space-related - and provides a wealth of tables and maps depicting US and Soviet global networks. He analyses the roles of these bases for the USA, the USSR and other major powers, and discusses emerging political and technological developments which may alter basing diplomacy: the diffusion of power away from the superpowers, the increasing leverage of the smaller countries that host bases, the strengthened role of satellites in comparison with facilities on land and the possible impact of space defences on basing requirements. The crucial link between arms transfers and the politics of basing is emphasized, and the final section is devoted to the politics and economics of foreign military presence.

This is the first book to survey the evolution of the strategic basing systems of the great powers, covering an 800-year span of history, from the Mongol dynasty to the era of the US empire. Robert E. Harkavy details the progression of strategic basing systems and power projection, from its beginnings at a regional level to its current global reach, while emphasizing the interplay between political and international systemic factors (bipolar vs. multipolar systems), and technological factors. Analyzing the relationship between basing structures and national power, the book deals with such key questions as: the co-mingling of military and commercial functions for bases; sea power; geopolitical theory; imperial ‘pick-off’ during hegemonic wars; base acquisitions; continuity between basing structures; and long-term shifts in basing functions.Strategic Basing and the Great Powers, 1200-2000 will be of much interest to students of strategic studies, military history and international relations.

Great Power Competition for Overseas Bases: The Geopolitics of Access Diplomacy explores the geopolitics of the major powers'' overseas basing systems in relation to global strategies and changes in the international system in three fairly distinct phases: the interwar, early postwar, and recent postwar periods. This book links the great powers'' competition for overseas bases to several streams of more or less contemporary international relations theory. This monograph consists of seven chapters and opens with an introduction to the diplomacy of basing access, followed by a discussion on the different types or purposes of basing access as they have evolved over the past several decades in response to changes in diplomacy and military technology. The major powers'' overseas basing-access networks in the consecutive interwar, early postwar, and recent postwar periods are then reviewed, along with the earlier corpus of geopolitical theory, specifically as it relates to basing diplomacy. Emphasis is on the conflicting assumptions about what reciprocal strategic advantages and disadvantages inhere to the geographic positions of the United States and USSR. The final chapter considers a number of ""functional"" areas of world politics that are closely intertwined with basing diplomacy, and relates the competition for facilities to raw materials access, surrogate wars, strategic deterrence, arms control, balances of payments, arms sales and aid, alliances, and other such staple concerns of international relations. This book will be of interest to political scientists, military and government officials, diplomats, and policymakers.
