In the past two decades, several settler regimes have collapsed and others seem increasingly vulnerable. This study examines the rise and demise of two settler states with particular emphasis on the role of repressive institutions of law and order. Drawing on field research in Northern Ireland and Zimbabwe, Ronald Weitzer traces developments in internal security structures before and after major political transitions. He concludes that thoroughgoing transformation of a repressive security apparatus seems to be an essential, but often overlooked, precondition for genuine democracy.In an instructive comparative analysis, Weitzer points out the divergent development of initially similar governmental systems. For instance, since independence in 1980, the government of Zimbabwe has retained and fortified basic features of the legal and organizational machinery of control inherited from the white Rhodesian state, and has used this apparatus to neutralize obstacles to the installation of a one-party state. In contrast, though liberalization is far from complete. The British government has succeeded in reforming important features of the old security system since the abrupt termination of Protestant, Unionist rule in Northern Ireland in 1972. The study makes a novel contribution to the scholarly literature on transitions from authoritarianism to democracy in its fresh emphasis on the pivotal role of police, military, and intelligence agencies in shaping political developments.This title is part of UC Press's Voices Revived program, which commemorates University of California Press’s mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Race and Policing in America is about relations between police and citizens, with a focus on racial differences. It utilizes both the authors' own research and other studies to examine Americans' opinions, preferences, and personal experiences regarding the police. Guided by group-position theory and using both existing studies and the authors' own quantitative and qualitative data (from a nationally representative survey of whites, blacks, and Hispanics), this book examines the roles of personal experience, knowledge of others' experiences (vicarious experience), mass media reporting on the police, and neighborhood conditions (including crime and socioeconomic disadvantage) in structuring citizen views in four major areas: overall satisfaction with police in one's city and neighborhood, perceptions of several types of police misconduct, perceptions of police racial bias and discrimination, and evaluations of and support for a large number of reforms in policing.

A study of the conditions present in an ethnically divided society that affect police-community relationsThis book examines police-community relations in an ethnically divided society, focusing on the attitudes and experiences of the Catholic minority and the Protestant majority, and the lower-class and middle-class sections of those populations. These groups attach great importance to, but are often polarized over, issues of police accountability, the handling of complaints against the police, the legitimacy and professionalism of the police force (the Royal Ulster Constabulary), use of deadly force, and the various forms of counterinsurgency policing which is preeminent in Northern Ireland.The study specifies the conditions under which an ethnic group's relations with the police are likely to deteriorate or improve. Comparisons to other societies make this more than a case study of Northern Ireland. It is a major contribution to the literature on policing and ethnic conflict.
