This book proposes to cast some theoretical and empirical light upon the external dimension of Justice and Home Affairs (JHA) which has become a priority in the European Union (EU)’s external relations. Counter-terrorism, visa policy, drug trafficking, organized crime or border controls have indeed become daily business in EU’s relations with the rest of the world.The external dimension of JHA is a persistent policy objective of the EU and its member states, as the 1999 Tampere summit conclusions, the 2000 Coreper report, the 2005 Strategy for the External Dimension of JHA, and the integration of JHA chapters under the European Neighbourhood Policy testify. With an interdisciplinary ambition in mind, this book reflects an attempt to draw together theoretical and empirical insights on the external dimension written by academic scholars that take an interest in questions of JHA and European Foreign Policy (EFP). It does so from an issue-oriented perspective (civilian crisis management, the European Neighbourhood Policy, counter-terrorism policy, visa policy, passenger name record) but also from a geographical perspective with in-depth analysis of the situation in the Western Balkans, Georgia, transatlantic relations and of the Mediterranean neighbourhood.This book was published as a special issue of the Journal of European Integration.

Secular Power Europe and Islam argues that secularism is not the central principle of international relations but should be considered as one belief system that influences international politics. Through an exploration of Europe’s secular identity, an identity that is seen erroneously as normative, author Sarah Wolff shows how Islam confronts the EU’s existential anxieties about its security and its secular identity. Islam disrupts Eurocentric assumptions about democracy and revolution and human rights. Through three case studies, Wolff encourages the reader to unpack secularism as a bedrock principle of IR and diplomacy. This book argues that the EU’s interest and diplomacy activities in relation to religion, and to Islam specifically, are shaped by the insistence on a European secular identity that should be reconsidered.

This book expands on the existing literature on the international dimension of democratization by introducing the concept of democracy projection. Democracy projection is defined as the projection of (democratic) norms through the every-day practice of interactions - beyond any donor-recipient relationship - between states and foreign civil society actors on issue areas where both sides have interests to defend.The edited volume examines a variety of such issue areas, including trade, anti-corruption, applied research, gender and LGBTI, focusing on EU practices in its everyday dealings with civil society in the Southern Mediterranean. Based on comparative case studies relying on extensive interviews, direct observations and content analysis, the chapters in this book conclude that the extent to which democracy is projected varies according to four main factors: the EU’s perceived interest, its ideational commitment to norms of dialogue and inclusion, the degree of institutional inertia, and dominant discourses/structures of meanings which preclude EU engagement on substance.Transversal Democracy Projection in the Mediterranean will be of interest to students and scholars of Political Science, International Relations, and Democratisation studies. The chapters in this book were originally published as a special issue of Mediterranean Politics.
