Wenn staatliche Gelder für kulturelle Aufgaben ausgegeben werden sollen, meldet sich recht schnell die "Öffentlichkeit" zu Wort und erhebt Einwände. Meist wird dann die Frage gestellt, ob das zu Finanzierende eigentlich Kultur sei und ob diese kulturelle Aktivität vom öffentlichen Geldregen profitieren solle. Grund hierfür ist, daß es keine einheitliche Meinung oder gar eine für alle verständliche Definition zu dem gibt, was Kultur ist, und schon gar nicht, was ein förderungswürdiges kulturelles Ereignis ist Es mag aber auch daran liegen, daß es, wie der Autor zeigt, sowohl in den USA als auch in Deutschland keinen speziellen gesetzlichen Auftrag zur Kulturförderung gibt. Was finanziert werden soll, wird somit politisch entschieden, und der Streit darüber reibt sich oft an der Frage: welche Ausgabe ist sozial akzeptabel, und ist das Geförderte sozial rele vant. Kulturelle Ereignisse, die die Massen ansprechen, bedürfen oft keiner Unterstüt zung, da sie sich leichter vermarkten lassen. Unterstützungsbedürftig sind kultu relle Ereignisse, die entweder nur einen "kleinen Kreis" ansprechen oder extrem aufwendig sind. Was unterstützungswürdig ist, wird oft von demselben "kleinen Kreis" - denn hier sitzen die Experten - festgelegt. Hier wird die Auswahl der zu fördernden Aktivitäten bestimmt und entschieden, ob der Staat die Finanzierung durch direkte Zahlungen übernimmt oder ob private Finanzierungshilfen zur Verfügung stehen. Rein privat finanzierte kulturelle Aufgaben geben selten Anlaß zur öffentlichen Stellungnahme.
