In 1981 the Organization of African Unity (OAU) mandated and fielded the first regional peacekeeping operation since the Arab League's mission in Kuwait 20 years earlier. Nigeria kept the effort to mandate the peacekeeping operation alive for two years; France proved to be the stimulus behind persuading the Chadian government to accept the deployment of OAU peacekeepers and prompting the Senegalese to contribute a battalion to the mission; the United States contributed by keeping France and Nigeria focused on a peacekeeping solution and helping persuade Zaire to join the mission. Mays offers the first comprehensive examination of the OAU peacekeeping mission and reviews the political and military organization of the force as well as its deployment, redeployment plans, logistics, and operations between the Chadian factions. This is the first book to study the establishment and evolution of an Irish Peacekeeping Policy.  The author uses declassified primary source materials released by the Irish National Archives and relies on the notes and discussions of Government and legislative debates to demonstrate how the Irish governmental system operated to make the crucial decisions to dispatch contingents to UN peacekeeping operations. Analysed are: declassified discussion, debate, draft and final memos, and cables between the UN and Irish Government as well as internal to the Irish Government.  The author considers the three step process of the political discussions between Ireland and  the UN: the coordination between Ireland and other states; the discussions among members of the Irish Government; and the debate within the Irish legislature. Through this the author aims to promote an understanding of the mechanics behind Ireland’s rise in reputation as a major backer and contributor to UN peacekeeping.  At the same time, it presents an examination of a unique codified state process related to agreeing to the dispatch of personnel in support of UN peacekeeping.

This book traces the establishment of the Arab League’s little-known first peacekeeping operation (the first non-United Nations, regionally mandated peacekeeping operation after 1945), deployed to Kuwait in 1961-1963.  It follows how the Arab League, a loose association of newly independent Arab states with conflicting views on the concepts of Arab nationalism and unity, could work through its many member differences to mandate and deploy the Arab League Security Force (ALSF). The chapters follow a chronological format that provides a review behind the first test of Arab League military coordination during the 1948 Israeli War of Independence and the subsequent development of new parameters for military cooperation. The book reviews British colonial ties with Kuwait and the significance of the latter to post-World War II regional and international politics. Iraq threatened annexation immediately after Kuwaiti independence resulting in failed discussions within the United Nations Security Council and then within the Arab League itself.  Chapters trace the details behind the debate in both organizations as well as the issues faced by the Arab League to actually deploy the ALSF and later prevent its breakup after the 1963 Iraqi coup.
