Dieses Lehrbuch richtet sich an alle Studierenden der Verwaltungswissenschaften sowie an Praktiker in den Kommunalverwaltungen. Es gliedert sich in drei große Abschnitte: Im ersten Teil werden Planungs- und Entscheidungstechniken behandelt. Planung ist Voraussetzung für rationale Entscheidung. Der Statistik sind in der üblichen Gliederung von deskriptiver und schließender Statistik zwei Abschnitte gewidmet. Der letzte große Abschnitt wendet sich vor allem Fragestellungen der Investitionsrechnung zu. Die statistischen Methoden der Wirtschaftlichkeitsrechnung werden ebenso ausführlich wie die dynamischen Methoden dargestellt.
