Public–private partnerships (PPPs) are arrangements between government and private actors with the objective of providing public infrastructure, facilities and services. Three fundamental questions frame the use of PPPs at the local level: What do PPPs look like? What gives rise to the use of PPPs? And, what are the outcomes of PPPs? The articles in this book provide insightful answers to these questions. In addition, the contributions in the book identify lines of research that invite further investigation, namely: problems related to the degree of risk transfer; the challenges posed by renegotiation; and evaluation of PPPs’ results. The content of this book will be of interest for scholars, policy analysts, and policy makers.This book was published as a special issue of Local Government Studies.

This Element presents a framework for analyzing the complexities of contracting, how these vary across circumstances, the ways contract managers can address challenges, and the skills of contract managers. The framework is grounded on central concepts. Market frictions are underlying imperfections that cause common contracting problems; contract management activities are the tasks and procedures that contract managers perform to prepare and execute the purchase; and skills are the ability to perform contract management activities that identify and mitigate frictions. These concepts are interdependent - market frictions can influence the efficacy of contract management activities, activities may reduce or increase the presence of frictions, and skills may influence both the choice and effectiveness of activities in addressing contracting challenges. Omitting any of these components is likely to result in misleading accounts of the root causes and potential solutions to contracting challenges.

This Brief discusses the current policy environment in which the United States space program operates and proposes an industry-government partnership as a long-term policy solution. Since the Reagan administration, American space policy has increasingly sought to involve private sector operators for space. The culmination of this trend has been the Obama administration’s policy of private sector transportation of crew and cargo to the International Space Station on behalf of NASA. This book proposes that future administrations extend this policy to other areas of space, including energy, in orbit manufacturing, asteroid mining, and the exploration of the Moon and Mars. The book further demonstrates how these activities can stabilize the global political system and lead to a dramatic increase in global economic growth. Finally, the book addresses one of the most important and critical issues currently facing humanity—the need for a viable, baseload, and unlimited supply of totally clean energy.
