This volume extends the ISSI series on magnetic fields in the Universe into the domain of what are by far the strongest fields in the Universe, and stronger than any field that could be produced on Earth. The chapters describe the magnetic fields in non-degenerate strongly magnetized stars, in degenerate stars (such as white dwarfs and neutron stars), exotic members called magnetars, and in their environments, as well as magnetic fields in the environments of black holes. These strong fields have a profound effect on the behavior of matter, visible in particular in highly variable processes like radiation in all known wavelengths, including Gamma-Ray bursts. The generation and structure of such strong magnetic fields and effects on the environment are also described.

The subject of Quantum Cosmology is concerned with providing a quantum mechanical description of the universe as a whole and, within that description, to constructing a theory of the universe's initial condition whose predictions can be compared with observation. The recent progress in this area has profound implications for physics at all scales. The lectures at this School describe these theories and their implications. They cover basic quantum mechanics of cosmology, proposals for theories of initial conditions, and their application to the prediction of the large scale features of our universe. A special emphasis of the School is the implication of topological fluctuations of spacetime (wormholes, baby universes) for the observed coupling constants of the low energy interactions of elementary particles and as a potential explanation for the vanishing of the cosmological constant.

They have possible applications to the statistical mechanics of phase boundaries and to the development of an effective string description of QCD.Recently, methods have been developed to treat these theories nonperturbatively, based on discrete triangulations of the surfaces that can be generated by simple matrix models. Exact solutions with a rich mathematical structure have emerged. All these matters are discussed fully in this book.

Since 1975, the Marcel Grossmann Meetings have been organized to provide opportunities for discussing recent advances in gravitation, general relativity and relativistic field theories, emphasizing mathematical foundations, physical predictions and experimental tests. The objective of these meetings is to facilitate exchange among scientists that may deepen our understanding of space-time structures and to review the status of ongoing experiments aimed at testing Einstein's theory of gravitation from either the ground or space.The Eighth Marcel Grossmann Meeting took place on 22-27 June, 1997, at the Hebrew University of Jerusalem, Israel. The scientific program included 25 plenary talks and 40 parallel sessions during which 400 papers were presented. The papers that appear in this book cover all aspects of gravitation, from mathematical issues to recent observations and experiments.
