Der Sozial- und Bildungsstaat ist an seine Grenzen gestoßen – Grenzen der Belastungen, Grenzen der Umverteilung und Grenzen der Wirksamkeit. Seine Ziele sind dennoch jung und frisch wie bei seiner Geburt, denn die Menschen brauchen unverändert Absicherung gegen die großen Lebensrisiken. Neosoziale Reformen, die auch die ungewollten negativen Nebenwirkungen und die Einbettung des Sozialstaats in Märkte systematisch einkalkulieren, müssen den lähmenden Problemstau – bei Arbeitslosigkeit, unzureichenden Aufstiegschancen für Kinder aus Unterschichten oder Unterausbildung – durch wirksamere Politik abarbeiten, damit nicht neue Krisen zu brutalen Lehrmeistern werden. Solidarität bleibt kostbar, aber auch immer knapp. Eine Lobbykratie – seit langem zu stark geworden – hat viel zu viel Herumverteilung ohne soziale Ergebnisse hervorgebracht und diskreditiert den Sozialstaat. Gerade deshalb muss Arbeit wieder knapper werden. Effektivere Märkte und ein intelligenterer Bildungs- und Sozialstaat werden weniger Ungleichheit hervorrufen und damit die Abhängigkeit von Sozialtransfers senken.
