The manual is aimed at assisting States parties in fulfilling their reporting obligations under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Its objective is to facilitate understanding of the rights enshrined in the Convention and the corresponding obligations of the States parties in respecting, protecting and fulfilling those rights. The manual is based on the provisions of the Convention, the general comments of the Committee against Torture, its jurisprudence on individual communications and its concluding observations on State party's initial and periodic reports, as well as its reporting guidelines, rules of procedure, working methods and other documents. The manual should be seen as a practical tool, while bearing in mind the constantly developing practice of the Committee in interpreting the Convention. The present manual also constitutes a reference document for trainers who intend to design and deliver training courses on reporting to the Committee on the implementation of the provisions of the Convention. The manual can be used jointly with the training guide on reporting to the United Nations treaty bodies, which covers all the procedural aspects of the reporting process.

Its contents have been the subject of numerous consultations during the six years of the Special Representative’s mandate and have been reflected in many public reports and speeches, but have not previously been brought together. This publication aims to assist the United Nations system to mainstream and integrate indigenous peoples’ issues in processes for operational activities and programmes at the country level. The Plan of Action provides methodological guidance to develop a comprehensive human rights education strategy for young people at the national level that supports youth empowerment, participation and inclusion. The care agenda for persons with disabilities was prioritized by the Secretary-General under SDG5.4 in ""Our Common Agenda"". Countries started developing integrated national care systems as a response to improving their recovery from the COVID19 pandemic. The discourse of the care agenda has been positioned from a gender-equality perspective with the aim of promoting the economic empowerment of women and targeting recipients of care, children and ""dependents"", including in the latter category, persons with disabilities and older persons. The right to care is defined by providing and receiving care, and ensuring self-care. Support and care systems also seek to reduce, redistribute and recognize care work. From a CRPD perspective, additional reflections of these dimensions are required to mitigate against the development of care systems without disability inclusion in mind. This country-readiness assessment tool for disability support and care systems is global in scope and can be applied at the national/country level to inform policy makers on CRPD standards, promote CRPD compliant care systems and support the use of the conceptual framework agreed among the feminist movements as a vehicle for disability inclusion, instead of reinforcing exclusionary practices. The tool mobilizes a strategy of support and care systems and complements OHCHR's ""Promoting the Rights of Persons with Disabilities through the Sustainable Development Goals: A Resource Package"" (also known as the ""SDG-CRPD Resource Package"").

Multilateral and bilateral development finance institutions (DFIs) provide financing and play numerous vital roles in supporting digital transformations in developing countries. The economic and other benefits of digitalization have been widely noted; however, the use of digital products and services can also create potentially serious risks for people and the environment, including human rights risks. Between 2023 and 2024, the Office of the United Nations High Commissioner for Human Rights (OHCHR) carried out a mapping of digital risks in 3,450 projects supported by nine major multilateral development banks (MDBs). The mapping exercise, part of a larger mixed-methods research programme, suggests that MDBs have significant, and growing, digital risk exposure in their portfolios that is not systematically being identified and factored into project design and supervision, on the basis of the application of clear, transparent and enforceable standards. Drawing from this research, the OHCHR publication Development Finance Institutions and Digital Risks analyses DFI operational policies and practices in connection with digitalization and digital transformations, highlights progress and apparent gaps in digital risk management, and provides recommendations for improvement. The central recommendation in the study is that DFIs adopt transparent, systematic and enforceable standards to govern the identification and management of digital risks and impacts in DFI-supported projects, supported by expertise, awareness-raising and capacity-building among staff, clients and partners.
