The aim of this book is to take stock of the experiences of Spain and Portugal in the adaptation to the IPSAS, showing the advantages, disadvantages and the main challenges for its implementation. In chapter one, the book analyses the IPSAS and the conceptual framework, as well as the claimed benefits and criticisms of IPSAS. Chapter two makes an analysis of the diffusion of the IPSAS in the international framework and the process of harmonization in development in Europe. Chapter three and four analyze the process of adaptation to IPSAS in Portugal and Spain respectively. In the chapter five, there is a comparative analysis between Spain and Portugal, and the last chapter present the main conclusions. This book can help to understand the level of implementation of the reforms and how governments are applying the IPSAS.

La globalizacion de la actividad economica y los mercados internacionales han hecho necesaria la armonizacion de los criterios y normas de elaboracion y presentacion de la informacion financiera de las empresas. Esto permite la comparabilidad de sus datos, lo que resulta util para la toma de decisiones de los usuarios y para una adecuada rendicion de cuentas. Este proceso de armonizacion contable internacional se ha trasladado a la normativa de la Union Europea, que en 2005 adopto las Normas Internacionales de Informacion Financiera (NIIF) para la presentacion de las cuentas consolidadas de los grupos de sociedades que coticen en Bolsa. Esta medida incidio decisivamente en las politicas contables de los Estados Miembros. Asi, en Espana se reformo la legislacion mercantil y se aprobo un nuevo Plan General de Contabilidad (PGC) en 2007, adaptado a esas NIIF. Este PGC se complemento ese mismo ano con el PGC de Pequenas y Medianas Empresas (PGC-Pymes), en 2010 con las Normas para la Formulacion de Cuentas Anuales Consolidadas (NFCAC) y en 2011 con las Normas de Adaptacion del Plan General de Contabilidad a las entidades sin fines lucrativos. En la misma linea de la internacionalizacion y globalizacion de nuestras economias, a partir de 2010 las universidades espanolas han adaptado sus ensenanzas y estructuras a los requerimientos del Espacio Europeo de Educacion Superior. La innovacion educativa que supuso este cambio en nuestro sistema universitario precisaba de instrumentos formativos y medios para desarrollar una docencia adaptada a los nuevos principios y objetivos de la reforma de nuestras ensenanzas. En tal sentido aparecio ese mismo ano 2010 la primera edicion del libro Fundamentos de contabilidad financiera, como un instrumento util de estudio y formacion para los estudiantes de esta disciplina, pero tambien como obra de consulta en el ambito de la actividad profesional de las empresas.
