Die mit Leo Kestenbergs Namen verbundene Reform der Schulmusik in Preußen hat das Selbstverständnis des Fachs »Musik«, das als solches damals überhaupt erst geschaffen wurde, grundlegend geprägt. Seine Bildungsvorstellung hat Kestenberg 1921 in »Musikerziehung und Musikpflege« niedergelegt. Darin umreißt er die Hauptzüge einer umfassenden bildungspolitischen Konzeption und liefert so die Grundlage für die verschiedenen Reformmaßnahmen, die zur Umgestaltung des Bildungswesens im Bereich der öffentlichen und privaten Musikpflege führten. Die Jubiläumsausgabe seines Bildungsprogramms folgt dem Text der Ausgabe von Leo Kestenbergs Gesammelten Schriften, Band 1 (Freiburg: Rombach 2009).
