This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report's two-pronged analytical approach - quantitative and qualitative - results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

Les etudes de cas presentees dans l'ouvrage illustrent un large eventail de demarches visant a la reforme de trois secteurs cruciaux : ceux se rapportant aux systemes de retraite et a la reglementation des marches du travail et des produits. Les facteurs cles qui dans le domaine de la politique, de l'economie et dans le cadre specifique du processus de reforme soutiennent celle-ci ou, au contraire, l'entravent sont identifies tandis que ces resultats font l'objet d'un recoupement effectue en utilisant un ensemble relativement simple de correlations des rangs de Spearman. La double approche analytique - a la fois quantitative et qualitative - se revele particulierement edifiante pour les responsables politiques qui concoivent, adoptent et mettent en application des reformes politiques structurelles.
