Usually it is a foreign military threat or the geopolitical position of a country that attracts the most attention as a factor to explain the emergence of the national security policies of small, neutral powers like the Netherlands, Belgium, Denmark, Norway and Switzerland in the period 1900-1940. While these factors may explain the similarities between these small states, they fail to make clear why there were such great differences between them. The authors of this volume argue that the internal politics and the politico-military strategic cultures of the countries are vital keys to understanding their divergent reactions to similar, or at least comparable, foreign military threats: World War I and German expansionism in the second half of the 1930s.The contributors are Maartje Abbenhuis, Michael Clemmesen, Kjeld Galster, Tom Kristiansen, Paul Moeyes, Williamson Murray, Michael Olsansky, Christian Paulin, Matthias Strohn, Anne Tjepkema, and Joost Vaessen.

The small neutral states of Europe have until now only marginally been included in the historiography of the First World War. This volume deals in depth with The Netherlands, and specifically its war preparations. Being a small country close to the battlefield of the Western Front, it could not be sure its neutrality would be repected by the warring states. How did the country prepare itself militarily and how did these preparations differ from the way the warring states adjusted to the reality of modern, total war? Was modern, technological warfare even possible for small states and if not, in what way could it ensure its survival when the worst came to worst? This volume analyses technological innovation, intelligence and ideas on the societal and political impact of modern warfare in The Netherlands before, during and after the Great War.

Total War was the core concept around which military thought revolved during the interwar period. Total War was also a multifaceted, confusing concept that affected both civilian and military life. How did small states conceive of their place in such a destructive war? Did they close their eyes, relying on international law to protect them, or did they seek creative solutions?This book examines how Dutch officers, in the shadow of three great powers, considered their military future, analysing the impact of European military ideas on a small state. This approach offers a new perspective on interwar dealing with assumptions about a new world war.

This book has as its subject matter the academic education of officers and builds on the signing of the Bologna Declaration in 1999 by twenty-nine European ministers for Education and Science, who thereby agreed to coordinate higher education across Europe, by, for instance, the implementation of the Bachelor's and Master's system.  In the meantime, military academies have also introduced the BaMa system into their programs for officers’ education, which marks a transition from the old days, when officers’ education took place within a national military system, under military command, and was firmly grounded in principles, traditions and needs, as professed by the Ministries of Defence and the armed forces in particular. So the Bologna Declaration can be seen as crucial leverage for the development of in-house academic degree programs as a fundamental part of officers’ education. With this volume, the editors of NL ARMS 2019 strive to offer a platform to both academics and military and civilian practitioners, as well as to combinations of these, to reflect and share their thoughts on officers’ education `before and after' Bologna, both in The Netherlands and abroad.  To this end, controversies and challenges, affecting various aspects and systems of officers’ education, have been grouped into five themes. Respectively, the first four themes comprise institutional settings and change; educational philosophy; educational challenges and reflective practices; and didactical solutions. The fifth theme, international perspectives, provides insights into the strategic environments and challenges faced by sister-academies, as well as ways to further officers' education across Europe, such as offered by Erasmus programs.  All the editors of this year's volume are affiliated with the Faculty of Military Sciences of the Netherlands Defence Academy in Breda, TheNetherlands.
