The Treaty of Amsterdam was signed by the member states of the EU in 1997, and came into effect in 1999. The aim of this publication is an analysis of the process of European constitutionalisation and its entanglement with relevant national discourses. Thus, national constitutional traditions in Austria, France, Germany and the United Kingdom are evaluated with regard to the positions of the respective national representatives in the European Convention. Interviews with Members of National Parliaments and of the European Parliament as well as a content analysis of the debate on the future of Europe in print media form the empirical basis of this study.

Bücher haben immer mehrere Quellen und Funktionen. Unmittelbar angestoßen wurde die­ se Arbeit von einer wachsenden Neugier an einem fast alltäglichen Phänomen: Die Viel­ zahl von Beamten, die häufige Kontakte mit Kollegen anderer Staaten oder internationaler Organisationen schilderten, führte zur Frage nach den Erscheinungsformen, Entwicklungs­ linien und der Bedeutung grenzüberschreitender Aktivitäten von Verwaltungen; mit jedem Teilschritt der Erfassung und Erklärung dieser Phänomene wuchs das Interesse, über all­ gemeine Illustrationen hinaus administrative Details aufzuspüren und sie vor dem Hinter­ grund vielfältiger und kontroverser Ansätze zur Theorie des Staates auszuwerten. Das sperrige Objekt erwies sich so als Anreiz, sowohl in die administrativen Realitäten des zwischen- und innerstaatlichen Interaktionsraums vertieft einzudringen, als auch den wissenschaftlichen Diskurs mit beträchtlichen Tendenzen zur Theorieverzweigung heran­ zuziehen. Konfrontiert mit der Unübersichtlichkeit der grenzüberschreitenden Kontakte und der Vielfalt von Interpretations- und Erklärungsmöglichkeiten habe ich mich bewußt für einen systematisch ausgreifenden Ansatz entschieden: Die theoretischen Zugänge gehen auf un­ terschiedliche ,Bilder' vom Staat zurück, um einen differenzierten Satz an Modellen zu entwickeln, mit denen die Praxis zwischenstaatlicher Verwaltungsaktivitäten erfaßt werden kann. Breit gestreut und damit zu einem gewissen Maße repräsentativ sind die Untersu­ chungsfelder, auf denen aus mehreren Blickwinkeln die administrative Arbeit beobachtet wird. Der Versuchung eines Alleinerklärungsansatzes oder der Entwicklung einer einzigen Theorie ist nicht nachgegeben worden.
