Throughout the 1990's, privatization of inefficient state-owned enterprises was strongly embraced in developing and transitional economies. Little attention has gone to the distributional implications of the privatization movement, a particularly surprising oversight given the current backlash in many settings against further privatization. This book offers a comprehensive set of country-specific studies on the effects of privatization on people —winners and losers in different income, employment, and education groups. The studies analyze the changes in public tax revenue from privatized enterprises, shifts in pension and other liabilities, and changes in income of different groups. Contributors include David McKenzie (Stanford University), Dilip Mookherjee (Boston University), Gover Barja (Universidad Católica Boliviana, La Paz), Miguel Urquiola (Columbia University), Samuel Freije (Universidad de Las Américas in Puebla, Mexico), Luis A. Rivas (Ministry of Finance and Central Bank of Nicaragua), Máximo Torero, Enrique Schroth, and Alberto Pasco Font (Group of Analysis for Development [GRADE], Lima), Roberto Macedo (University of São Paulo, Presbyterian Mackenzie University, and Foundation Institute of Economic Research, São Paolo), Antonio Estache (World Bank), Michael Bleyzer and Edi Segura (SigmaBleyzer Corporation), Gary H. The World Bank is assailed by critics on the left, right and center on the grounds it is not effective, not accountable, not democratic or legitimate, and most threatening of all, not relevant in a global economy where private capital, production, and ideas dominate. Yet the world needs a strong World Bank working with other international institutions to manage development and the related global challenges of the 21st century. Are the Bank's shortcomings exaggerated or potentially fatal? If potentially fatal, can this critical institution be rescued? Rescuing the World Bank explores the answers to these questions. The first part of the book, The Hardest Job in the World: Five Crucial Tasks for the New President of the World Bank, is a report by a Center for Global Development (CGD) Working Group delivered to Paul Wolfowitz on his first day in the office in June 2005. The second part comprises selected essays, many first presented at a CGD Symposium in the fall of 2005. The Working Group members and essay authors represent a rich array of experience and views. CGD president Nancy Birdsall was co-chair of the Working Group and selected and edited the essays. Her view that the Bank is a crucial global institution but potentially at risk is widely —but not universally —shared by the Working Group members and the essay authors. The provocative volume will be widely read and discussed by those who are actively grappling with how to strengthen the World Bank, by its many stakeholders, and by readers with a broad interest in development seeking a better understanding of this vital and complex institution as it struggles to adapt to the demands of the 21st century.

The idea that small loans can help poor families build businesses and exit poverty has blossomed into a global movement. The concept has captured the public imagination, drawn in billions of dollars, reached millions of customers, and garnered a Nobel Prize. Radical in its suggestion that the poor are creditworthy and conservative in its insistence on individual accountability, the idea has expanded beyond credit into savings, insurance, and money transfers, earning the name microfinance. But is it the boon so many think it is? Readers of David Roodman's openbook blog will immediately recognize his thorough, straightforward, and trenchant analysis. Due Diligence , written entirely in public with input from readers, probes the truth about microfinance to guide governments, foundations, investors, and private citizens who support financial services for poor people. In particular, it explains the need to deemphasize microcredit in favor of other financial services for the poor.

Emerging Africa> describes the too-often-overlooked positive changes that have taken place in much of Africa since the mid-1990s. In 17 countries, five fundamental and sustained breakthroughs are making old assumptions increasingly untenable:The rise of democracy brought on by the end of the Cold War and apartheidStronger economic management The end of the debt crisis and a more constructive relationship with the international communityThe introduction of new technologies, especially mobile phones and the InternetThe emergence of a new generation of leaders. With these significant changes, the countries of emerging Africa seem poised to lead the continent out of the conflict, stagnation, and dictatorships of the past. The countries discussed in the book are Botswana, Burkina Faso, Cape Verde, Ethiopia, Ghana, Lesotho, Mali Mauritius, Mozambique, Namibia, Rwanda, São Tomé and Principe, Seychelles, South Africa, Tanzania, Uganda, and Zambia.

Foreign aid has no shortage of critics. Some argue that it undermines development and inherently does more harm than good; others insist that aid must be seriously reformed to work properly. Cash on Delivery (COD) Aid proposes serious reform to make aid work well by forcing accountability, aligning the objectives of funders and recipients, and sharing information about what works. Public and private aid can improve lives in poor countries, but the willingness of taxpayers and private funders to finance aid programs depends more than ever on showing results. COD Aid is a funding mechanism that hinges on results. At its core is a contract between funders and recipients that stipulates a fixed payment for each unit of confirmed progress toward an agreed-upon goal. Once the contract is struck, the funder takes a hands-off approach, allowing the recipient the freedom and responsibility to achieve the goal on its own. Payment is made only after progress toward the goal is independently verified by a third party. At all steps, a COD Aid program is remarkably transparent: the contract, the amount of progress made, and the payment are disseminated publicly to highlight the credibility of the arrangement and improve accountability to the public. COD Aid is a new approach to foreign aid, but one that complements other aid programs and would ultimately encourage funders and recipients to use existing resources more efficiently. Cash On Delivery Aid: A New Approach to Foreign Aid explains the approach in detail and investigates its application in one sector: education. More specifically, the authors show how foreign aid agencies could use COD Aid to help developing countries achieve universal primary school education. The example illustrates how to deal with potential challenges of the approach —challenges that are no greater than those of traditional aid —and includes model term sheets for contracts that could be used for any COD Aid agreement.

Beleaguered by mutual recrimination between rich and poor countries, squeezed by the zero-sum arithmetic of a shrinking global carbon budget, and overtaken by shifts in economic and hence bargaining power between these countries, international cooperation on climate change has floundered. Given these three factors - which Arvind Subramanian and Aaditya Mattoo call the “narrative,” “adding up,” and “new world” problems - the wonder is not the current impasse; it is, rather, the belief that progress might be possible at all.In this book, the authors argue that any chance of progress must address each of these problems in a radically different way. First, the old narrative of recrimination must cede to a narrative based on recognition of common interests. Second, leaders must shift the focus away from emissions cuts to technology generation. Third, the old “cash-for-cuts” approach must be abandoned for one that requires contributions from all countries calibrated in magnitude and form to their current level of development and future prospects.

What should a country do if it suddenly discovers oil and gas? How should it spend the subsequent cash windfall? How can it protect against corruption? How can citizens truly benefit from national wealth? With many of the world's poorest and most fragile states suddenly joining the ranks of oil and gas producers, these are pressing policy questions.Oil to Cash explores one option that may help avoid the so-called resource curse: just give the money directly to citizens. A universal, transparent, and regular cash transfer would not only provide a concrete benefit to regular people, but would also create powerful incentives for citizens to hold their government accountable. Oil to Cash details how and where this idea could work and how policymakers can learn from the experiences with cash transfers in places like Mexico, Mongolia, and Alaska.

Reliance on natural resource revenues, particularly oil, is often associated with bad governance, corruption, and poverty. Worried about the effect of oil on Alaska, Governor Jay Hammond had a simple yet revolutionary idea: let citizens have a direct stake. The Governor's Solution features his first-hand account that describes, with brutal honesty and piercing humour, the birth of the Alaska Permanent Fund dividend, which has been paid to each resident every year since 1982. Thirty years later, Hammond's vision is still influencing oil policies throughout the world. This reader, part of the Center for Global Development's Oil-to-Cash initiative, includes recent scholarly work examining Alaska's experience and how other oil-rich societies, particularly Iraq, might apply some of the lessons. It is as a powerful reminder that the combination of new ideas and determined individuals can make a tremendous difference —even in issues as seemingly complex and intractable as fighting the oil curse.

Despite great progress around the world in getting more kids into schools, too many leave without even the most basic skills. In India's rural Andhra Pradesh, for instance, only about one in twenty children in fifth grade can perform basic arithmetic. The problem is that schooling is not the same as learning. In The Rebirth of Education, Lant Pritchett uses two metaphors from nature to explain why. The first draws on Ori Brafman and Rod Beckstrom's book about the difference between centralized and decentralized organizations, The Starfish and the Spider. Schools systems tend be centralized and suffer from the limitations inherent in top-down designs. The second metaphor is the concept of isomorphic mimicry. Pritchett argues that many developing countries superficially imitate systems that were successful in other nations - much as a nonpoisonous snake mimics the look of a poisonous one. Pritchett argues that the solution is to allow functional systems to evolve locally out of an environment pressured for success. Such an ecosystem needs to be open to variety and experimentation, locally operated, and flexibly financed. The only main cost is ceding control; the reward would be the rebirth of education suited for today's world.

Authored by Amanda Glassman and Miriam Temin with the Millions Saved Team and Advisory Group, Millions Saved: News Cases of Proven Success in Global Health, shows what works—and what doesn’t—in global health. In a foreword to the book, Bill Gates says, “I encourage global health experts, policymakers, funders, and anyone else interested in helping create a better world to read Millions Saved. I am confident you will come away with a clearer sense of what the world has learned about fighting some of our biggest health challenges—and how we can use that knowledge to save even more lives.”Over the past fifteen years, people in low- and middle-income countries have experienced a health revolution—one that has created new opportunities and brought new challenges. It is a revolution that keeps mothers and babies alive, helps children grow, and enables adults to thrive.Millions Saved: New Cases of Proven Success in Global Health chronicles the global health revolution from the ground up, showcasing twenty-two local, national, and regional health programs that have been part of this global change. The book profiles eighteen remarkable cases in which large-scale efforts to improve health in low- and middle-income countries succeeded, and four examples of promising interventions that fell short of their health targets when scaled-up in real world conditions. Each case demonstrates how much effort—and sometimes luck—is required to fight illness and sustain good health. The cases are grouped into four main categories, reflecting the diversity of strategies to improve population health in low-and middle-income countries: rolling out medicines and technologies; expanding access to health services; targeting cash transfers to improve health; and promoting population-wide behavior change to decrease risk. The programs covered also come from various regions around the world: seven from sub-Saharan Africa, six from Latin America and the Caribbean, five from East and Southeast Asia, and four from South Asia.

Vaccinate children against deadly pneumococcal disease, or pay for cardiac patients to undergo lifesaving surgery? Cover the costs of dialysis for kidney patients, or channel the money toward preventing the conditions that lead to renal failure in the first place? Policymakers dealing with the realities of limited health care budgets face tough decisions like these regularly. And for many individuals, their personal health care choices are equally stark: paying for medical treatment could push them into poverty. Many low- and middle-income countries now aspire to universal health coverage, where governments ensure that all people have access to the quality health services they need without risk of impoverishment. But for universal health coverage to become reality, the health services offered must be consistent with the funds available—and this implies tough everyday choices for policymakers that could be the difference between life and death for those affected by any given condition or disease. The situation is particularly acute in low- and middle income countries where public spending on health is on the rise but still extremely low, and where demand for expanded services is growing rapidly. What’s In, What’s Out: Designing Benefits for Universal Health Coverage argues that the creation of an explicit health benefits plan—a defined list of services that are and are not available—is an essential element in creating a sustainable system of universal health coverage. With contributions from leading health economists and policy experts, the book considers the many dimensions of governance, institutions, methods, political economy, and ethics that are needed to decide what’s in and what’s out in a way that is fair, evidence-based, and sustainable over time.

In the aftermath of the invasion of Afghanistan, the U.S. Agency for International Development supported the Afghan Ministry of Public Health to deliver basic healthcare to 90 percent of the population, at a cost of $4.50 a head. The program played a vital role in improving the country's health; the number of children dying before the age of five dropped by 100,000 a year. But accounting standards at the Ministry of Public Health concerned the United States Special Investigator General for Afghanistan. There was no evidence of malfeasance, nor argument about the success of the program. For all that the results were fantastic, receipts were not in order. The investigator called for the health program to be suspended because of ""financial management deficiencies"" at the ministry. This case illustrates a growing problem: an important and justified focus on corruption as a barrier to development has led to policy change in aid agencies that is damaging the potential for aid to deliver results. Donors have treated corruption as an issue they can measure and improve, and from which they can insulate their projects at acceptable costs by controlling processes and monitoring receipts. Results Not Receipts highlights the weak link between donors' preferred measures of corruption and development outcomes related to our limited ability to measure the problem. It discusses the costs of the standard anti-corruption tools of fiduciary controls and centralized delivery, and it suggests a different approach to tackling the problem of corruption in development: focus on outcomes.

Some 600 million children worldwide do not legally exist. Without verifiable identification, they—and unregistered adults—could face serious difficulties in proving their identity, whether to open a bank account, purchase a SIM card, or cast a vote. Lack of identification is a barrier to full economic and social inclusion.Recent advances in the reach and technological sophistication of identification systems have been nothing less than revolutionary. Since 2000, over 60 developing countries have established national ID programs. Digital technology, particularly biometrics such as fingerprints and iris scans, has dramatically expanded the capabilities of these programs. Individuals can now be uniquely identified and reliably authenticated against their claimed identities. By enabling governments to work more effectively and transparently, identification is becoming a tool for accelerating development progress. Not only is provision of legal identity for all a target under the Sustainable Development Goals, but this book shows how it is also central to achieving numerous other SDG targets.Yet, challenges remain. Identification systems can fail to include the poor, leaving them still unable to exercise their rights, access essential services, or fully participate in political and economic life. The possible erosion of privacy and the misuse of personal data, especially in countries that lack data privacy laws or the capacity to enforce them, is another challenge. Yet another is ensuring that investments in identification systems deliver a development payoff. There are all too many examples where large expenditures—sometimes supported by donor governments or agencies—appear to have had little impact.Identification Revolution: Achieving Sustainable Development in the Digital Age offers a balanced perspective on this new area, covering both the benefits and the risks of the identification revolution, as well as pinpointing opportunities to mitigate those risks.

Relief Chief is Mark Lowcock's behind-the-scenes account of his experience as the world's most senior humanitarian official—the UN Relief Chief. In his four years on the job, Lowcock coordinated the work of UN agencies, the Red Cross, and countless national and international humanitarian groups to save lives and protect the most vulnerable.Appointed in 2017, Lowcock was witness to the biggest explosion in humanitarian need in modern history. Wars, droughts, floods, storms, earthquakes, volcanoes, and then the COVID-19 global pandemic put humanitarian agencies under unprecedented strain. Long-standing crises like those in Syria, Yemen, and the Sahel got worse. New ones arose, in Ethiopia, Mozambique, Venezuela, and elsewhere. Over his tenure, Lowcock raised record amounts of money to tackle these problems, but this was not enough to prevent humanitarian agencies from being overwhelmed by the emergencies they were asked to deal with, as Lowcock documents from a personal, inside perspective.Part memoir and part manifesto for reform, Relief Chief depicts the brutality, misery and inhumanity inflicted on innocent people in crises. Lowcock recounts what people he met in dozens of countries—especially women and children—shared with him about their plight and the help they needed. He warns that crises will continue to get worse without a renewed global effort to tackle their causes. But Relief Chief is also an uplifting story of lives saved and suffering reduced, and a detailed, practical agenda for solving crises faster and better in the future.

When Boris Johnson announced the creation of the Foreign, Commonwealth and Development Office in June 2020, he signalled the dissolution of the UK's Department for International Development (DFID) after nearly 25 years. DFID had a stellar international reputation, a respected body of expertise, and an impressive record improving lives. The Rise and Fall of the Department for International Development traces DFID's trajectory from its origins to its unravelling, distilling timely lessons for government aid institutions in the UK and beyond. DFID's lifespan coincided with a period of remarkable progress in human well-being. Rise and Fall describes DFID's role in securing these gains through an unwavering focus on its mandate to reduce poverty, under Conservative and Labour governments alike. It explains how the capture of the Conservative Party by its right-wing factions led to DFID's closure, a move now widely viewed as a mistake, and offers proposals for the next government as it defines the UK's position in a complex international landscape.Informed by the authors' own experiences at DFID as well as interviews with more than a hundred former DFID ministers and staff, The Rise and Fall of the Department for International Development offers an insider's view into the successes, struggles, and lessons of a unique government department. As leaders worldwide consider the future of international development, the book provides critical insights into the institutional structures that work best to deliver results.

In this book, Nicolas Van de Walle identifies 26 countries that are extremely poor and grew little if at all in the 1990s. His sample excludes North Korea and countries where civil war explains some of their failure to grow (Afghanistan, Sierra Leone, Sudan, Tajikistan and others). The 26 countries have limited infrastructure and human capital and the small size of their markets deter private savings and investment. Aid was meant to help overcome these problems, and these countries received a lot. Yet they have failed to grow. What is wrong? Is foreign aid a solution or part of the problem? What changes might make aid more effective? Given these countries require the financial and technical resources of the West, why haven't aid programs made a difference? Van de Walle blames their economic failure mostly on the venality and incompetence of their political leadership. He analyzes the contradictions and tensions faced by the aid community in poorly run countries, providing a sobering analysis of the perverse effects of aid where the politics is all wrong. Too often, resources provided by foreign aid keep the wrong government in office, and undermine adoption of economic as well as political reforms. Bad government combined with aid, in short, hurts poor countries – and particularly the poorest people in those countries. Despite good intentions, little progress has been made in implementing announced "reforms" of the aid business itself. A constituency for reform is lacking, in the donor countries and in the recipient countries, where those in power benefit from the status quo.

Failed states are at greatest risk for collapse and pose an urgent threat to international security. Yet, ironically, new U.S. foreign assistance programs such as the Millennium Challenge Account (MCA) routinely bypass these poorly performing countries, while providing increased aid to so-called good performers. This volume provides a lucid account of failed states that are ineligible for this new assistance, thus residing "on the other side of the MCA." The first part analyzes U.S. policy toward the Democratic Republic of the Congo, Nigeria, Indonesia, Yemen, Myanmar, and Central America in order to examine the fundamental causes of poor performance. The second part examines the role of specific U.S. policy instruments in building state capacity to prevent deterioration and collapse. Uncovering one of the most recognizable, yet poorly understood, trends in the developing world, Short of the Goal sets an important agenda for increased American engagement with failed states to promote both development and security in the developing world.

Girls' education, indisputably crucial to development, has received a lot of attention--but surprisingly little hardheaded analysis to inform practical policy solutions. In Inexcusable Absence, Maureen Lewis and Marlaine Lockheed propose new strategies for reaching the 70 percent of out-of-school girls who are "doubly disadvantaged" by their ethnicity, language, or other factors. The book will be an important tool for policymakers, informing interventions that can make a profound impact on the lives of the 60 million out-of-school girls.

Until recently, students of development have put much more energy into understanding the causes and consequences of absolute poverty than of inequality. But globalization —with its new opportunities for winners and losers, and its new insecurities and competitive pressures —is changing that. Nowhere is the issue of inequality more worrying than in Latin America, the setting for many of the world's most unequal societies. This book presents a dozen ideas or "tools" meant to make life in Latin America more equitable and fair for the great majority of its people. It suggests policies and programs for making tax structures more progressive; giving small businesses a chance; protecting labor mobility and workers' rights; tackling corruption head on; and raising the levels of quality, efficiency, and equity of the education systems. Change and reform in the direction of greater fairness will require not only political leadership and technical know-how on the part of government officials and legislators, but support and input from the progressive business community, the increasingly effective and vocal civil society, and students and intellectuals.

Access to medicines is an issue of life or death for millions of people in poor countries. While great strides have been made in the last decade to improve health in poor countries - more aid funding for drugs and vaccines; creation of funds to buy medicines; and concessionary pricing of medicines by some pharmaceutical firms - the global supply chain that connects the dots – production to people – does not work well. The problem is poor forecasting of effective demand for products. Good forecasting is fundamental for key decisions, such as how much production capacity to build, which must be made years in advance of products being delivered. But donors that provide much of the money to purchase drugs, and a whole range of technical agencies and intermediaries, have yet to devise and coordinate among themselves, and with developing country governments, credible forecasts. This report of the Global Health Forecasting Working Group, which was convened in early 2006 by senior fellow and director of programs Ruth Levine, provides an elegant analysis of the problem and a sensible agenda for action. Their report offers specific recommendations that apply across a range of products and that could be implemented by identifiable public and private organizations.Among their recommendations is the creation of an “infomediary” - a neutral third party to collect and disseminate essential data for forecasting demand. Another recommendation is that donors who are the major purchasers should accept more of the risks associated with unforeseen shocks to actual demand - internalizing at least the shock that their own lack of predictable financing constitutes. That would imply, for example, that for some products donors move to contracts with manufacturers that include minimum quantity guarantees. If these recommendations are implemented, manufacturers will benefit - in reduced risk in the production of medical technologies; the donors or ministries of health will benefit from more reliable and accurate information on the price and availability of essential products; and most important, millions of families in the developing world will benefit - in reduced disease and deaths and the personal agony those entail.

Girls have achieved remarkable increases in primary schooling over the past decade, yet millions are still not in school. In their previous book, Inexcusable Absence, Maureen A. Lewis and Marlaine E. Lockheed reported the startling new finding that nearly threequarters of the girls who are not in school belong to ethnic, religious, linguistic, racial, or other minorities. In this companion volume, they further analyze the determinants of school enrollment, completion, and learning in seven countries: the highly heterogeneous populations of Laos, China, Pakistan, India, and Guatemala and the homogeneous populations of Bangladesh and Tunisia. The authors find that in ethnically and linguistically diverse populations, minority groups —minority girls in particular — lag significantly behind the majority population in school attendance, while highly homogeneous populations like Bangladesh and Tunisia have successfully integrated girls into school on a par with boys. By increasing understanding about the major impediments to universal primary education, Exclusion, Gender and Education provides valuable new knowledge to those who are working to bring gender equity to the education systems of poor countries.

The last few years have seen a steep decline in the perceived legitimacy of U.S. policies and values in the world. How will the next American president regain the country's power and influence so that it is capable of tackling the global challenges of the 21st century? The White House and the World explores areas where changes in U.S. policies can conceivably improve the lives of the poor in developing countries, thereby not only protecting our own national security but also restoring America's credibility in the world. In selected essays, Center for Global Development fellows explore a range of topics such as trade policy, migration, foreign aid, and climate change and offer practical recommendations for effective change to the next president.Authors and topics include Michael Clemens on migration, Dennis de Tray on corruption, Kimberly Elliott on trade, Ruth Levine on health, Theodore Moran on private investment, Mead Over on HIV/AIDS, Stewart Patrick on fragile states, Steve Radelet on foreign assistance, Vijaya Ramachandran on development in Africa, and David Wheeler on climate change.

Over the past seven years, the Bush administration has launched a revolution in U.S. foreign aid. At no time since the administration of President Kennedy have there been more changes in the volume of aid, in aid's purposes and policies, in its organization, and in its overall status in U.S. foreign relations. George Bush's Foreign Aid: Transformation or Chaos? analyzes in detail the array of recent reforms of U.S. economic assistance and the difficult issues these reforms raise, while placing the changes and the manner of their implementation in a historical and political context. Lancaster draws out the challenges and opportunities this transformation of U.S. aid offer for the next administration to engage the emerging world of the 21st century.

Why is business performance lagging in Africa? To provide answers, this volume focuses on the day-to-day problems that private sector managers and entrepreneurs there encounter. Through enterprise surveys conducted in several African countries, particularly in sub-Saharan Africa, these business people identify poor infrastructure —particularly the lack of a reliable source of power —as a huge constraint on private sector activity. Politics also plays a key role in limiting the success of African businesses. Many countries there have private sectors that are ethnically segmented or dominated by ethnic minorities or both. Segmented networks in already sparse economic environments limit competition, encourage an ambivalent attitude toward facilitating a good business environment, and constrain the growth of firms outside the dominant network. Consequently, Africa has yet to see the emergence of a broad-based business class. Africa's Private Sector identifies several solutions to address both the infrastructure and political economy constraints hampering business growth in Africa.

This volume demonstrates how incentives can improve the delivery and use of health services in low- and middle-income countries. The authors describe the rationale for introducing incentives tied to achievement of specific health-related targets, and they provide clear guidance about designing, implementing, and evaluating programs that provide incentives to health care providers and patients. A set of case studies focuses on recent uses of incentives addressing a range of health conditions in diverse countries. In particular, these studies emphasize how explicit incentives can be used to strengthen weak health systems. The book will be of use to policymakers and program managers in both developing countries and the donor community interested in improving health outcomes through the strategic use of performance-based incentives.

This book tackles the complex issue of how to accelerate economic growth and ensure sustainability in Latin America. It first lays out the framework designed by experts in the economics and politics of growth in the region. Although simple and intuitive, the framework addresses the many ingredients that shape economic growth there, including macroeconomics, the quality of political institutions, productivity, income inequality, democracy, and resistance to reform. A second group of experts then apply the framework to five countries: Brazil, Colombia, Costa Rica, Mexico, and Peru. They provide specific policy recommendations on how to proceed with the reform process while taking into account the local conditions (economic, social, and political) that characterize the individual countries.

When he began this book in early 2008, Guillermo Perry argued that developing countries remained highly vulnerable to external risks such as commodity price declines, capital flow reversals, and natural disasters. The economic crisis that has since ensued confirmed Perry's analysis. It has also made his proposal more important than ever: multilateral development banks (MDBs) should move beyond lending to provide innovative risk-management tools for developing countries to manage volatility. The risk that MDBs will fall into complacency as the short-term demand for traditional loans increases during the crisis should not deter innovations to ensure long-term stability. Contents 1. Causes and Consequences of High Volatility in Developing Countries 2. The Role of Financial Insurance and Hedging 3. Dealing with Liquidity Shocks and the Procyclicality of Private Capital Flows 4. Dealing with Currency Risks 5. Dealing with Commodity Price, Terms of Trade, and Output Risks 6. Dealing with Natural Disaster Risks 7. Why Multilateral Development Bank Practices Are So Far from Their Potential 8. An Agenda Going Forward

Cash on Delivery (COD) Aid proposes a new approach to foreign assistance —one that links aid payments more directly to desired outcomes to promote accountability, responsibility, learning, and strengthening of local institutions. Using an example from education, this book outlines how COD Aid could work in practice. It offers guidance on the identification of measurable outcomes and mechanisms for verification and the management of a variety of risks. The authors provide practical advice, documents, term sheets, and other supporting material that donors and potential recipient governments can use as a basis for designing and implementing COD Aid in particular settings. It also shows how COD Aid could be applied to other sectors and includes guidance for assessing whether COD Aid is achieving its goals.
