Northern Europe is not at peace. The battle is real and far more dangerous than the public has grasped. In this war, there are no frontlines. Attack vectors shift daily, probing weaknesses, exploiting vulnerabilities, and seizing opportunities. The weapon of choice is what we in the West call hybrid warfare, targeting our institutions, our infrastructure, our alliances, and our minds. Resilience is necessary, but not sufficient, to win this hybrid war. This book shows how countries on the northern flank are strengthening national capabilities and deepening cross-border cooperation to detect, disrupt, and respond to hybrid threats—offering a blueprint for hybrid deterrence.

On May 18, 2022, the Swedish and Finnish NATO ambassadors formally submitted their countries’ membership applications to the alliance. In doing so, they ended decades – in Sweden’s case, centuries – of military nonalignment and overlapping but varied security arrangements in the Nordics and Baltics. Sweden and Finland, whose bilateral defense cooperation has deepened substantially in recent years, will now contribute to NATO’s defense of the Arctic and the Baltic Sea region. In this anthology, launched in cooperation between Stockholm Free World Forum and Konrad Adenauer Stiftung, writers from Sweden, Finland, and beyond explore how Sweden and Finland will adapt to NATO and vice versa. The chapters deal with topics such as how Sweden and Finland will contribute to burden sharing and specialization within NATO, what lessons can be drawn from past enlargements, and how Sweden and Finland can help the alliance deal with hybrid threats.

March 7, 2024 — the day Sweden became a member of NATO. Seventy-five years after the founding of the alliance. The road to NATO was paved by those who believed the Alliance was Sweden’s natural home. While the journey was a long, uphill battle, proponents maintained the course, even when the destination seemed to grow ever farther away. But why did it take us so long to join? And is that even a worthwhile question to ask so soon after Sweden’s NATO accession? Shouldn’t those who worked for Swedish membership simply be satisfied with the result and leave it at that? After all, the most important objective has been achieved. First published in Swedish in Spring 2024, this book captured a moment in time when NATO accession was the culmination of many’s life work. The tone was triumphant. Our close ties with the alliance could no longer be subject to doubt. We were now openly and unequivocally part of the community we were always meant to belong to. This English translation comes as Sweden approaches two years of membership, with the transatlantic Alliance facing new and unprecedented challenges. Indeed, “we are entering a new era,” just not exactly the one we envisioned when Swedish Prime Minister Magdalena Andersson announced Sweden’s intent to join May 18, 2022.

The reconstruction, reform, and EU accession of Ukraine will be the most important EU projects of the 2020s. This brief book aims to assist and guide this process. Our fundamental idea is that Ukraine’s reconstruction, reform, and EU accession need to be combined into one process. It is our hope that it will engage all members of the collective West. Ukraine’s EU accession is crucial for Europe’s security, Ukraine’s reforms, and EU revitalization.
