Power-sharing is an important political strategy for managing protracted conflicts and it can also facilitate the democratic accommodation of difference. Despite these benefits, it has been much criticised, with claims that it is unable to produce peace and stability, is ineffective and inefficient, and obstructs other peacebuilding values, including gender equality.This edited collection aims to enhance our understanding of the utility of power-sharing in deeply divided places by subjecting power-sharing theory and practice to empirical and normative analysis and critique. The Iranian nuclear crisis is a proxy arena for competing visions about the functioning of international relations. This book is the first to provide comprehensive and comparative analyses to conceptualise the interaction between ‘hegemonic structures’ and those actors resisting them using the Iranian nuclear case as an illustration. It analyses the foreign policies of China, Russia and Turkey towards the Iranian nuclear programme and thereby answers the question to what extent these policies are indicative of a security culture that resists hegemony. Based on 70 elite interviews with experts and decision-makers closely involved with the Iranian nuclear file, it analyses resistance to hegemony across its ideational, material and institutional framework conditions. The cases examined show how ‘compliance’ on the part of China, Russia and Turkey with parts of US approaches to the Iranian nuclear conflict has been selective, and how US policy preferences in the Iran dossier have been resisted on other occasions. As such, the Iran nuclear case serves as an illustration to shed light on the contemporaneous interaction of the forces of consent and coercion in international politics. Noncitizens have always been present in liberal political philosophy. Often hard to situate within traditional frameworks that prioritise citizenship, noncitizens can appear voiceless and rightsless, which has implications for efforts towards global justice and justice in migration. This book proposes an alternative. Noncitizenism identifies an analytical category of noncitizenship. Power-sharing is an important political strategy for managing protracted conflicts and it can also facilitate the democratic accommodation of difference. Despite these benefits, it has been much criticised, with claims that it is unable to produce peace and stability, is ineffective and inefficient, and obstructs other peacebuilding values, including gender equality.This edited collection aims to enhance our understanding of the utility of power-sharing in deeply divided places by subjecting power-sharing theory and practice to empirical and normative analysis and critique. Its overarching questions are:Do power-sharing arrangements enhance stability, peace and cooperation in divided societies?Do they do so in ways that promote effective governance?Do they do so in ways that promote justice, fairness and democracy?Utilising a broad range of global empirical case studies, it provides a space for dialogue between leading and emerging scholars on the normative questions surrounding power-sharing. Distinctively, it asks proponents of power-sharing to think critically about its weaknesses.This text will be of interest to students, scholars and practitioners of power-sharing, ethnic politics, democracy and democratization, peacebuilding, comparative constitutional design, and more broadly Comparative Politics, International Relations and Constitutional and Comparative Law.

Until deep into the 20th century, empire remained a source of pride for European states and their politicians. The 21st century, however, has seen the unexpected emergence of certain European states apologising to their former colonies.Analysing apologies from Germany, Belgium, Britain and Italy, this book explores the shifting ways in which these countries represent their colonial pasts and investigates what this reveals about contemporary international politics, particularly relations between (former) coloniser and colonised. It is argued that, far from renouncing colonialism in its entirety, the apologies are replete with discourses that are reminiscent of the core legitimising tenets of empire. Specifically, the book traces how the apologies both illuminate and recycle many of the inequalities, mind-sets and ambivalences that circulated at the height of empire.This book will be of key interest to scholars and students of peace and post-conflict resolution studies, memory studies, colonial studies and postcolonial theory. Comparative regional integration has met with increasing interest over the last twenty years with the emergence or reinforcing of new regional dynamics in the EU, NAFTA, MERCOSUR and ASEAN.This volume systematically and comparatively analyses the reasons for regional integration and stalemate in European, Latin American and Asian regional integration. It examines whether regional integration systems change in crisis periods, or more precisely in periods of economic crises, and why they change in different directions. Based on a neo-institutionalist research framework and rigorously comparative research design, the individual chapters analyse why financial and economic crises lead to more or less integrated systems and which factors lead to these institutional changes. Specifically it addresses institutional change in regional integration schemes, power relations between member states and the institutions in different policy domains, and change in individual or collective citizens’ attitudes towards regional integration.
