The cyberspace and its global infrastructures are essential for our civilizations, the economy and administration. However, cyberspace is also increasingly developing into an intelligence and military operational area, visible in the creation of military cyber departments and the integration of cyberspace into states' security and defense strategies. Unfortunately, many of the established toolset of transparency, de-escalation and arms control measures do not work for cyberspace due to its specific technical characteristics. But how de-escalation of state-led conflicts in cyberspace can be achieved and how arms control of cyber weapons can be developed? Based on a technical perspective with regard to the underlying political challenges, the book follows an approach of adopting already existing technical measures from other fields of the computer science. It presents a classification system for cyberweapons, an approach for the mutual reduction of vulnerability stockpiles and provides an approach to prove the non-involvement in a cyber conflict. Beyond this, it aims to provide some impulses regarding the responsibility and creative options of the computer science with a view to the peaceful development and use of cyberspace.

The COVID-19 pandemic and the war in Ukraine emphasize the need for greater disaster resilience and preparedness. This book investigates how these apps can enhance crisis awareness and citizen involvement in disaster prevention and response. By examining user perspectives and the impact of crisis experiences, the book explores how to increase the adoption and effectiveness of warning apps. The research uses qualitative and quantitative methods, including surveys and design interventions, to reveal current usage, changes over time and desired features. It shows that while citizens find warning apps helpful, more safety-related features and two-way communication could increase their appeal. Additionally, the integration of preparedness features into these apps can increase their perceived usefulness, though challenges remain in addressing user expectations and design preferences across different crises and cultural contexts.

In times of crisis, individuals spontaneously engage in various forms of self-organization, whether within their neighborhoods, by volunteering, or alongside professional responders. Technology is established in crisis volunteering and management, with people using tools to collaborate, such as social media or integrating new software for disaster response, exemplified by COVID tracing apps. However, this dependence on technology hinders reliable digital actions because of common disruptions or overload of information and communication technology (ICT) infrastructure during crises. This book addresses digitized crisis handling of individuals regarding resilience, usability, and social integration by supporting decentralized concepts of connectivity. It explains why neighborhoods are important as a cell of self-organization, how to integrate public warnings in smart homes to create an environment of resilience locally, and how volunteering encapsulates digital actions. As people are vulnerable in a crisis and have limited mental capacities, it is not only about the resilience of used tools but also having a human-centered perspective on technology by ensuring usability and acceptance through integrity, integrating social structures, and trust. Findings show that decentralized communication protocols can uphold collaboration during disruptions and have advantages within the scope of neighborhoods, which match both technical dependencies of protocols like disruption-tolerant network (DTN) and established social behavior of digital self-organization in crisis.
