Volume XXVII of the Italian Yearbook of International Law features a Symposium on sanctions and restrictive measures in international law. The Symposium addresses: i) the legal status of autonomous and collective sanctions in international law; ii) the EU practice relating to the adoption of restrictive measures; iii) the standard of review for the legality of economic sanctions under the security exception clauses in international trade agreements; iv) the sanctions against Russia by the Parliamentary Assembly of the Council of Europe; v) the implementation of targeted sanctions in the Italian legal order; and vi) the role of sanctions in the UN architecture on children and armed conflict. There follows a Focus section on the ILC’s work on the identification of customary international law, with contributions zooming in on i) the value of domestic case law in the identification and formation of customary law; ii) the identification of exceptions to customary norms; iii) the “specialty” of customary human rights law; and iv) the persistent objector rule. The volume further contains timely contributions on the referenda in Catalonia and Kurdistan, on the Treaty on the Prohibition of Nuclear Weapons, on the EU Conflict Minerals Regulation, and on the Memorandum of Understanding between Italy and Libya on cooperation to combat illegal migration. Volume XXIX of The Italian Yearbook of International Law opens with a Symposium on the challenges to multilateralism in international trade law. The Symposium addresses: i) the crisis of the WTO Appellate Body and possible ways out, with a focus on the EU-backed Multi-Party Interim Appeal Arbitration Arrangement; ii) the compatibility of regional trade agreements with the WTO system, having particular regard to the African Continental Free Trade Area; iii) the increasing reliance on national security clauses in trade disputes. The Volume further contains articles on the attribution to States of the conduct of State-owned enterprises; the human rights-oriented evolution of BITs; and the reform of investor-State dispute settlement. It also features timely contributions on the Italian response to exploitation of migrant workers in the agricultural sector; the agreement between Italy and Niger on defence cooperation; the Italian regime on screening procedures for foreign investments; the Viola v. Volume XXX of The Italian Yearbook of International Law opens with a contribution tracing the history of the Yearbook, on the occasion of the publication of its Thirtieth Anniversary Volume. It then hosts a Symposium on cities and international law. The Symposium addresses: i) the legal status of cities under international law; ii) cities and cultural heritage law; iii) cities and sustainable development; iv) cities and climate change; v) cities and the human right to adequate housing; vi) cities and international investment law; vii) an international law perspective on cities and countryside. There follows a Focus section on the Enrica Lexie (Italy v. India) arbitral award, with contributions zooming in on i) law of the sea issues arising from the award; ii) the exercise of jurisdiction on incidental questions by the Arbitral Tribunal; iii) the functional immunity of the Italian marines. The Symposium addresses: i) maritime delimitations; ii) the Italian law authorizing the creation of an Exclusive Economic Zone; iii) the rules governing waters off disputed territories; iv) the protection of underwater cultural heritage; v) maritime security; vi) issues of jurisdiction; vii) the conservation of biodiversity and the sustainable management of fisheries resources; viii) the Union for the Mediterranean. Volume XXXIII of The Italian Yearbook of International Law opens with a memoir of Francesco Francioni, General Editor of the IYIL from Vol. IX to Vol. XXIV, who passed away in February 2024. Next, it features a monographic section on current issues of international environmental and climate law, which includes contributions on: i) the problem of causation in climate change litigation; ii) the protection of persons affected by sea-level rise; iii) the resort to advisory opinions as a strategy to strengthen the implementation of international environmental law; iv) environmental protection in armed conflict; v) the 2023 Agreement on Marine Biodiversity of Areas beyond National Jurisdiction; vi) the legality of States’ climate change action under WTO and investment law; vii) environmental rights of children and future generations; viii) reparation for environmental damage.
