Volume XXVII of the Italian Yearbook of International Law features a Symposium on sanctions and restrictive measures in international law. The Symposium addresses: i) the legal status of autonomous and collective sanctions in international law; ii) the EU practice relating to the adoption of restrictive measures; iii) the standard of review for the legality of economic sanctions under the security exception clauses in international trade agreements; iv) the sanctions against Russia by the Parliamentary Assembly of the Council of Europe; v) the implementation of targeted sanctions in the Italian legal order; and vi) the role of sanctions in the UN architecture on children and armed conflict. There follows a Focus section on the ILC’s work on the identification of customary international law, with contributions zooming in on i) the value of domestic case law in the identification and formation of customary law; ii) the identification of exceptions to customary norms; iii) the “specialty” of customary human rights law; and iv) the persistent objector rule. The volume further contains timely contributions on the referenda in Catalonia and Kurdistan, on the Treaty on the Prohibition of Nuclear Weapons, on the EU Conflict Minerals Regulation, and on the Memorandum of Understanding between Italy and Libya on cooperation to combat illegal migration. As in every volume the following sections, each containing a wealth of new information, are included: Practice of International Courts and Tribunals and Italian Practice Relating to International Law. Volume XXXI of The Italian Yearbook of International Law opens with a Symposium on the Mediterranean Sea and international law. The Symposium addresses: i) maritime delimitations; ii) the Italian law authorizing the creation of an Exclusive Economic Zone; iii) the rules governing waters off disputed territories; iv) the protection of underwater cultural heritage; v) maritime security; vi) issues of jurisdiction; vii) the conservation of biodiversity and the sustainable management of fisheries resources; viii) the Union for the Mediterranean. The Volume further contains an article on the role of cities in the evolution of international humanitarian law, and timely contributions on the Treaty of Quirinale between Italy and France; Italy’s implementation of the Statute of the International Criminal Court; State immunity in case of delegation of public powers to private actors; the Italian law against investments in anti-personnel mines and cluster munitions; Italy’s legislation adopted in the context of the COVID-19 pandemic. Volume XXXIII of The Italian Yearbook of International Law opens with a memoir of Francesco Francioni, General Editor of the IYIL from Vol. IX to Vol. XXIV, who passed away in February 2024. Next, it features a monographic section on current issues of international environmental and climate law, which includes contributions on: i) the problem of causation in climate change litigation; ii) the protection of persons affected by sea-level rise; iii) the resort to advisory opinions as a strategy to strengthen the implementation of international environmental law; iv) environmental protection in armed conflict; v) the 2023 Agreement on Marine Biodiversity of Areas beyond National Jurisdiction; vi) the legality of States’ climate change action under WTO and investment law; vii) environmental rights of children and future generations; viii) reparation for environmental damage. There follows a symposium on the scientific legacy of Benedetto Conforti, having particular regard to i) the intersection of customary international law and general principles of law; ii) the law of the sea; iii) the application of international law by domestic courts; iv) the prohibition of the use of force.
