The absurdity of bureaucracy offers a humorous ethnographic account of policy implementation set in contemporary Danish bureaucracy. Taking the reader deep into the hallways of governmental administration and municipal caseworkers’ offices, the book sets out to explore what characterizes policy implementation as a mode of human agency. Using the notions of absurdity and sense-making as lenses through which to explore the dynamic relationship between a policy and its effects, the book reclaims ‘implementation studies’ for the qualitative sciences and emphasizes the existential dilemma that any policymaker and implementer must confront. Following step-by-step the planning and implementation of the randomized controlled trial, Active – Back Sooner, the book sets out to show that ‘going wrong’ is not a question of implementation failure but is in fact the only way in which implementation may happen.

This book is an ethnography of politics of waiting. While the global political economy is usually imagined through metaphors of acceleration and speed, this book reveals waiting as the shadow temporality of the contemporary logics of governance. The ethnographic site for this analysis is a state-run unemployment office in Latvia, serving as a vantage point from which to observe how welfare programmes use acceleration and waiting as forms of control as well as to compare Western and post-Soviet welfare policy designs. The book is therefore a timely sociological critique of the forms of statecraft that have emerged in the aftermath of neoliberalism.The key audiences for this book are students and scholars of sociology, anthropology, social policy, and social and political theory, as well as policymakers and activists with an interest in welfare reforms and comparisons between Western and post-Soviet welfare designs.

How do interstate actors negotiate their interests? What do ‘common interests’ look like from their historically and culturally contingent perspectives? What happens when actors work for their private, professional, public, personal or institutional interests, even when those interests go against their mandate? Honing in on the role of diplomats and lobbyists during negotiations for Turkey’s contentious EU membership bid, this book presents intricate, backstage conflicts of power and interests and negotiations of compromises, which drove this candidate country both closer to and farther apart from the EU. Based on long-term ethnographic fieldwork in Brussels, this first book-length account of Turkish Europeanisation argues that public, private and corporate actors voicing economic, political and bureaucratic interests from all corners of Europe sought access to markets and polities through the Turkish bid instead of facilitating Turkey’s EU accession, earning recognition & power.

This book is based on a study of the strategies and tactics applied by municipal bureaucrats and local politicians in the pursuit of political goals in two small Norwegian municipalities. The enactment of a bureaucracy within these small and close-knit communities offer an insight into how formal and informal relations intersect during the production of public policy. By analysing the relation between normative and pragmatic rules regulating political action, Christian Lo demonstrates how the efforts to resolve these tensions and dilemmas involve a balancing of alternative sources of political legitimacy. Through ethnographic accounts of policy-making in action, When politics meets bureaucracy offers novel perspectives to the interdisciplinary debate about local governance. Most significantly, these accounts demonstrate how processes of hierarchical government are inextricably intertwined with broader processes of governance during policy processes, thereby dissolving the theoretical and normative separation between the two concepts characterising large parts of the literature. By centring its focus on the interconnections between government and governance, Lo explores the cultural and historical conditions informing this intertwinement, which, the author argues, enable horizontal alignments that can modify the hierarchical logic of bureaucratic organisations. Based on unprecedented access to the UK Parliament, this book challenges how we understand and think about accountability between government and Parliament. Drawing on three months of research in Westminster, and over forty-five interviews, this book focuses on the everyday practices of Members of Parliament and officials to reveal how parliamentarians perform their scrutiny roles. Some MPs become specialists while others act as lone wolves; some are there to try to defend their party while others want to learn about policy. Amongst these different styles, chairs of committees have to try to reconcile these interpretations and either act as committee-orientated catalysts or attempt to impose order as leadership-orientated chieftains. All of this pushes and pulls scrutiny in competing directions, and tells us that accountability depends on individual beliefs, everyday practices and the negotiation of dilemmas. In this way, MPs and officials create a drama or spectacle of accountability and use their performance on the parliamentary stage to hold government to account. Dramas at Westminster: Select committees and the quest for accountability offers the most up-to-date and detailed research on committee practices in the House of Commons, following a range of reforms since 2010.

In Brexit Britain, talk of ‘the economy’ dominates; however, we know surprisingly little about how people understand this term. In the aftermath of the 2008 crash and decades of neoliberalism, how are understandings of ‘the economy’ changing, and is it the case that Remain supporters care more about ‘the economy’ than Leave supporters? This timely and insightful book argues that people with similar experiences of the economy share an understanding of the term, regardless of whether they supported Leave or Remain. Deportation limbo offers a political ethnography of deportation enforcement in Denmark and Sweden. It takes place in a time when deportation has emerged as a key priority in Northern European states’ migration policy regimes, and when states are stepping up their efforts to address the so-called deportation gap. The book takes the reader inside detention centres, deportation camps and migration offices, and explores how frontline officials deal with their task of pressuring non-deported migrants to leave, and the injurious effects of these efforts. Using the analytical frame of a continuum of state violence, the book details the tension-ridden enforcement of policy measures which, rather than enhancing deportations, render non-deported people stuck in precarious limbo. Decolonizing the state is an ethnographic exploration of the Bolivian Movement for Socialism (MAS) government's project of progressive state-building at the local level. While the MAS aimed to re-found the nation via legal and constitutional reforms aimed at empowering its majority indigenous population and dismantling colonial legacies, after twenty years in office it dramatically lost power. Based on long-term fieldwork in a Quechua-speaking community, this book examines first-hand the complex, often contradictory outcomes of state-led decolonization. It brings history and ethnography into dialogue with European critical theory, decolonial and indigenous thought to show how colonial state-making shaped Bolivia’s political order - and continues to constrain transformative change.
