This revised edition of the Manual forms part of OHCHR's updated ""Human Rights and Law Enforcement Guidance and Training Package"". The training package also includes a Training Guide on Human Rights for Law Enforcement Officials and an Expanded Pocketbook on Human Rights for Law Enforcement Officials, in addition to presentation slides corresponding to each chapter of the Manual. The Manual provides in-depth information on key instruments, principles and standards for human rights in law enforcement. It explains the application of human rights standards and their implications in law enforcement practice and provides practical recommendations for law enforcement institutions and agencies. The Manual consists of 21 chapters, which are divided into four parts. Each chapter provides the reader with the normative framework of the subject matter and a thorough explanation of the application of the respective principles and standards in law enforcement work.

The training package also includes a Manual on Human Rights Training for Law Enforcement Officials and a Training Guide on Human Rights for Law Enforcement Officials, in addition to presentation slides corresponding to each chapter of the Manual. The Expanded Pocketbook is designed to be a readily accessible and portable reference tool for law enforcement officials. It can be further tailored to a particular law enforcement agency’s local context. The international standards can, for example, be complemented with references to national law, internal policies or standard operating procedures. The Expanded Pocketbook contains hundreds of point-form standards and recommendations, organized according to law enforcement duties, functions and topics.

The manual is aimed at assisting States parties in fulfilling their reporting obligations under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Its objective is to facilitate understanding of the rights enshrined in the Convention and the corresponding obligations of the States parties in respecting, protecting and fulfilling those rights. The manual is based on the provisions of the Convention, the general comments of the Committee against Torture, its jurisprudence on individual communications and its concluding observations on State party's initial and periodic reports, as well as its reporting guidelines, rules of procedure, working methods and other documents. The manual should be seen as a practical tool, while bearing in mind the constantly developing practice of the Committee in interpreting the Convention. The present manual also constitutes a reference document for trainers who intend to design and deliver training courses on reporting to the Committee on the implementation of the provisions of the Convention. The manual can be used jointly with the training guide on reporting to the United Nations treaty bodies, which covers all the procedural aspects of the reporting process.
