Upon competition of a ten year research project which analyzes the effect of air pollution and death rates in US cities, Lester B. Lave and Eugene P. Seskin conclude that the mortality rate in the US could shrink by seven percent with a similar if not greater decline in disease incidence if industries followed EPA regulations in cutting back on certain pollutant emissions. The authors claim that this reduction is sufficient to add one year to average life expectancy. Originally published in 1977.

First Published in 2011. This is Volume 9 of fourteen in a set of titles on Policy and Governance. Resources for the Future is a non- profit organization for research and education in the development, conservation, and use of natural resources, including the quality of the environment. The issues of conservation, the environment, and energy have enormous implications not only in terms of those issues specifically, but also for regional conflict in the United States. If we are to have any kind of resolution of these issues, there must be a sense of equity, that everyone is sacrificing equally. If there is a perception of inequity, then all of the ingredients are there for social unrest. This volume explores this issue.

First Published in 2011. Mr. Haefele is a thoroughly modern eighteenth-century man in that he brings to bear new techniques of political analysis with an undisguised preference for making the government of the American Republic as contemplated by the founding fathers really work for the benefit of the people. Focusing on the question of environmental management, Haefele carefully examines how we make social choices today and how the Constitution says we should and presents compelling arguments for bringing the two processes back into congruence. The papers in this volume have been brought together from several earlier ones published in professional journals, and some rewritten.

Rules in the Making represents an attempt to revolutionize ways of thinking about regulatory decision-making. The book tries to show that statistical methodologies can be used to determine what factors are important in the establishment of government regulation by developing a mathematical model of the regulatory process and agency behavior. The model is then tested using a case study of the Environmental Protection Agency's setting of effluent discharge standards under the Clean Water Act.Originally published in 1986

First Published in 2011. This title explores the difficult and critical questions of the recent advances in science and technology and their strong influence on the production and use of natural resources. Planners, administrators, and ordinary voters must be aware of the physical and biological possibilities and limitations of their plans and aspirations; and scientists and technologists must recognize the social and economic meaning of the applications of their research. The present volume largely looks ahead, from the standpoint of outside influences upon resources from the laboratory and industrial plant. The essays resist pigeon-holing, for each distils in a few pages the accumulated thought and experience of men of varied viewpoints and strong convictions.
