In recent years, privatisation has fallen out of favour in many countries because the underlying political factors have not been well understood. This book examines Malaysia’s privatisation programme, focusing on how political constraints resulted in the failure of four major privatisations: the national sewerage company (IWK), Kuala Lumpur Light Rail Transit (LRT), national airline (MAS), and national car company (Proton). It considers why developing countries such as Malaysia might want to embark on privatisation, the factors that lead to policy failure, and what is needed to make it work. It shows clearly that political motives driving privatisation often dominate purely economic considerations, and thus it is necessary to analyse privatisation within the specific country context. It argues that failure in the Malaysian case was due to political considerations that compromised institutional design and regulatory enforcement, leading to problems associated with corruption. It concludes that privatisation does not necessarily improve incentives for efficiency or enhance the finance available for capital investment, and that successful privatisation depends on the state’s institutional and political capacity to design and manage an appropriate set of subsidies. Overall, this book is a comprehensive examination of privatisation in Malaysia, providing important insights for understanding the political economy of this process in other developing countries.

The controversial work of Amy Chua argues that, as rapid modernization, industrialization, technological change and globalization bring about fundamental changes in national, ethnic and class identities, especially in developing countries, there is a danger that the laissez-faire capitalist system will cause serious racial conflagration, especially in societies where there is ethnic minority market dominance, combined with ethno-nationalist-type politicians who mobilize support from ethnic majority communities by drawing attention to inequalities in wealth distribution. This controversial work goes on to argue for an authoritarian political system, with curbs against the corporate expansion of enterprises owned by ethnic minorities, until parity in equity ownership among all communities is achieved. This book tests the assumptions behind these arguments, discussing ethnic communities, identity, economy, society and state, and the links between them, in a range of countries in East Asia, Southeast Asia, and the Pacific, and diaspora communities of Asian peoples in the West. It demonstrates that identity transformation occurs as generations of minority communities succeed each other, that old discourses of fixed origins which are assumed to bind ethnic communities into cohesive wholes do not apply, that there are very extensive inter-linkages in the daily activities of people of different ethnic and religious backgrounds, that affirmative action-type policies along racial lines can undermine overall societal cohesion, and that there is no case for limiting democracy until economic equity is achieved. This is a rich, important book, with huge implications for economic development and for states throughout the world as multi-ethnic societies world-wide become more extensive and more complicated.

Governments and Markets in East Asia examines the relationship between economic performance, elite co-operation, and political regime stability in the context of the Asian crisis, and argues that economic crisis is not the cause of greater political harmony or discord, but rather that it serves as a catalyst that may encourage elites to cooperate or conflict depending upon the particular circumstances at the time of crisis. This book maintains that the political consequences of the Asian crisis varied according to the type of elite that existed in each stricken society. Including a comprehensive comparative study of five countries' experiences during the economic crisis: Indonesia, Thailand, Malaysia, South Korea and the Philippines, this book investigates the pre-crisis political context and elite configuration of these five countries, and considers what lessons can be drawn from their experiences. As Malaysia’s economy grows and flourishes, strong new links are being forged with other developing countries in the region and beyond. This book traces the ways in which age-old organizational, political, religious and trade networks between Nusantara, the Malay World, and Central Asia, East Africa and the Middle East have changed in recent years. The book argues that these old links are being revived by new forms of globalization, modernization and knowledge transfer that are developing and implementing non-western models of governance, often in direct reference to Islam. The book goes on to explain how, as Malaysia develops new links with Indian Ocean countries, many of them Muslim countries, a new style trading network is being formed, a network with Islamic characteristics, which echoes Indian Ocean Islamic trading networks of earlier times.
