Offering the first in-depth analysis of the relationship between populism and political meritocracy, this book asks why states with meritocratic systems such as Singapore and China have not faced the populist challenge to the extent that liberal-democratic states have. Is political meritocracy immune to populism? Or does it fan its flames?Exploring this puzzle, the authors argue that political meritocracies are simultaneously immune and susceptible to populism. The book maintains that political meritocracy’s focus on the intellect, social skills, and most importantly virtue of political leaders can reduce the likelihood of populist actors rising to power; that meritocracy’s promise of upward mobility for the masses can work against elitism; and that rule by the ‘meritorious’ can help avoid crises, diminishing the political opening for populism. However, it also shows that meritocracy does little to eliminate grievances around political, cultural, and social inequality, instead entrenching a hierarchy – an allegedly ‘just’ one. Liberal democracy is in trouble. This volume considers the crosscutting causes and manifestations of the current crisis facing the liberal order.Over the last decade, liberal democracy has come under mounting pressure in many unanticipated ways. In response to seemingly endless crisis conditions, governments have turned with alarming frequency to extraordinary emergency powers derogating the rule of law and democratic processes. The shifting interconnections between new technologies and public power have raised questions about threats posed to democratic values and norms. Finally, the liberal order has been challenged by authoritarian and populist forces promoting anti- pluralist agendas. Adopting a synoptic perspective that puts liberal disorder at the center of its investigation, this book uses multiple sources to build a common historical and conceptual framework for understanding major contemporary political currents. The book assesses the development of the Orbán regime in Hungary after 2010 through analyzing the polity-politics-policy impacts from a perspective of populism as an ideology focusing on discourse and actual decisions. By closely scrutinizing political narratives, actual decisions and survey data, this volume offers a systematic analysis of the impact of populism on the polity-politics-policy aspects of the political in Hungary after 2010. It analyzes the uses of constitutionalism and discriminatory legalism, the changes in the quality of democracy, the government’s relationship with media and journalism, its influence over the party system and EU politics, and its approach to family and cultural policies. While each chapter in the volume describes the findings in response to the corresponding literature highlighting the added value of the individual analyses, the book interprets the overall results under the notion of "smart populism" where the moral definition of "the people" allows for little political opposition, "the elite" is selected based on its multifaceted applicability for a political narrative and "the will of the people" is determined from above. Spain has become a remarkable democratic laboratory in which millions of citizens are experimenting with new forms of political expression. This book examines the dynamics of this political laboratory, showing that the upheavals it is experiencing are likely in the near future to affect democracies elsewhere in the world. Examining the new means of participation that were established in fields where digital communication tools enabled the launch of novel dynamics of political action, the reader will gain access to a comprehensive analysis of the reshaping and mutation process that has affected fields such as activism, political parties and political participation. Using a case study of the Spain between 2011 and 2015, the book focuses on the changes that have taken place in politics and communication in Spain, paying particular attention to the 15M movement and its disruptive, innovative strength in all matters related to politics and communication. It has simultaneously mobilized emotions, produced symbols, affected subjectivity and gender relations, and can manifest itself in different ways and appear in hybrid forms, such as in the cases of Silvio Berlusconi, Hugo Chávez, and Donald Trump. International expert contributors explore how such a variety of phenomena can be explained and analyzed, expanding the scope of populism research by proposing a multidimensional and complex understanding of populism. Proposing a novel approach to understanding the contemporary political landscape, Akram draws on the work of Pierre Bourdieu and Margaret Archer on agency and argues the need for an in-depth engagement with concepts of agency to improve the reach and scope of political analysis. Inequality is everywhere, while at the same time, “representative democracy” is under attack. This book considers what we are doing wrong and how we can put it right. The author argues that our inability to create and entrench social rights, which would help make societies more equal, is rooted in the structures of our political institutions and concludes that our politics, regardless of the presence of elections, cannot carry the mantle democratic. This is why substantial social rights are almost nowhere to be seen, especially in “liberal” welfare regimes like the United States and the United Kingdom. The main lesson is that all social-change activists must make the creation of democracy a priority, because without new institutions most of their activism will prove futile. If there are no meaningful changes to our political systems, then decades from now, despite our brilliant blueprints for reform and our frequent marches in the streets, people will find themselves in familiar surroundings, in the same places we are today.
