This book examines the connection between central-local government relations and the transition of contemporary China, the urbanization process and social development. Based on empirical investigations and theoretical research, it argues that this is the key to understanding the transition of central-local government relations from the overall fiscal rationing system in the 1980s and the tax distribution system in the 1990s. The former system provided the incentive for local government to “set up a number of enterprises” and resulted in rapid local industrialization, while the latter system enabled the local governments to move from “operating the enterprises” to “operating the land and cities”. The book analyzes two aspects of the profound impact of the change in central-local government relations on the behavior of local governments: land quota acquisition and urbanization, thus providing valuable insights into the economic and social development of contemporary China.

This book places the topic of the state and society in the context of modern development in China over the past century, investigating the dynamic relation and internal tension between the state’s power enhancement and society’s vitality activation instead of simply regarding the country and society as two separate entities. Building a modern country and activating the people’s vitality involves three closely linked and mutually supporting aspects: establishing the identity recognition of the people to unite the nation; adjusting the organizational system of the society to promote mobilization and institute a social incentive system; and determining dominant strategies and means for the interaction between the country and society to address social-governance issues. By assessing the transition in enterprise-employee relations in China over the six decades since the founding of the nation and the three decades since the implementation of a reform and opening up policy, this book investigates these changes from three key perspectives: occupation, operation and governance.The book chiefly analyzes the unit system structure of enterprises and mechanisms such as apprentice systems inside organizations and proposes a combination of systematic governance and civic governance. Further, it investigates in detail the transition in labor relations in township, state-owned and private enterprises under the contract system, market system and project system, reviews the factors contributing to contradictions in labor relations at different periods, and puts forward options for modifying labor relations in various ways, including their system and structure.

This book mainly analyzes the major issues at all phases of the transition of urban-rural relation, as well as measures adopted by the transition launcher in face of such issues, including not only the system and policy design of the national and local government, but the countermeasures of basic-level units at urban and rural areas and the people. Through reference of the social structure and social behavior, it proposes “opportunity structures”, “interactive mechanism” and “behavior strategies” for different periods, which to some degree promotes the transition of urban-rural relation and brings in new, more complicated issues for the development. It is under the impact of such new and existing issues that big problem follows when the urban-rural relation steps onto a new stage, showing several paths and practices different from the general urbanization and modernization theories.
