Identifies five critical issues with which higher education institutions in the developing world must grapple as they respond to changing external contexts, offers examples of institutional responses to these issues, and considers these within a systems perspective which recognizes that each response impacts how institutions handle other critical issues.Half of the students enrolled in higher education worldwide live in developing countries. Yet, in many developing countries, government and education leaders express serious concerns about the ability of their colleges and universities to effectively respond to the pressures posed by changing demographics, new communication technologies, shifts in national political environments, and the increasing interconnectedness of national economies. This book identifies five critical issues with which higher education institutions in the developing world must grapple as they respond to these changing contexts: seeking a new balance in government-university relationships; coping with autonomy; managing expansion while preserving equity, raising quality, and controlling costs; addressing new pressures for accountability; and supporting academic staff in new roles.These papers offer examples of institutional responses and consider these within a systems perspective that recognizes that each response has a rippling effect impacting institutions' responses to other critical issues. Only as government and education leaders understand the interwoven nature of the problems now facing colleges and universities and the interconnections among the intended solutions they seek to implement can they offer effective leadership that strengthens the quality and improves the relevance of higher education in their countries.

From the 1960s to the 1980s, a range of academic possibilities for women developed, as their career histories and intellectual biographies reveal. Some women sought to generate a new knowledge specialty in their disciplines, often explicitly defying admonishments that the subject matter was an oxymoron. Others pursued academic paths that disregarded these new opportunities and developments. Together their accounts portray how feminist scholarship emerged and was facilitated by historically specific conditions: a critical mass of like-minded women, a national political movement, an abundance of financial support for doctoral candidates, a tolerance from established faculty for students to pursue the margins of disciplinary scholarship, and an organizational capacity to add new academic categories for courses, programs, academic positions, and extra-departmental groups. That historical era has since been supplanted by feminist infighting and backlash, as well as more cost-conscious academic management practices, which have altered the academic landscape for knowledge creation.Analyzing the accounts of academic women during this era yields a conceptual framework for understanding how new knowledge is created on multiple levels—through personal reflection on life experiences, disciplinary legacies, local organizational contexts, and wider societal expectations.

Investigates the impact that certain globalizing practices have on European and American universities. Due to dwindling resources and the ideology of privatization, universities are becoming more corporatized and managerial. The authors investigate the consequences of these changes on the lives of academics and analyze how globalizing practices such as managerialism, accountability, and employment flexibility penetrate different universities.Globalization is a contested term. It exists in the form of an integrated world economy and global communication networks. Along with this material world, politicians have created a neoliberal ideology that exhorts nation states to open up their economies to free trade, reduce their public sector, and allow market forces to reshape their public agencies. In effect, this means a reduced role for government, lower taxes, and diminishing funds for public institutions like universities. The underlying thesis of this book is that globalization is not an inexorable force. All nations need to debate its consequences. The authors analyze how globalizing practices are penetrating universities. Are they creating a certain uniformity? Are academics adapting to or resisting particular globalizing practices?The premise at the beginning of the study was that European universities were responding differently to globalizing practices than Anglo-American universities. This premise was confirmed as some universities saw certain globalizing practices as inevitable and other universities resisted them. The authors asked academics and key managers how their funding had changed, and which accountability mechanisms their universities adopted. They also investigated the use of the Internet in their teaching. They found differences between European and American universities in their approach to permanent employment. The French and Norwegian universities were maintaining many of their traditional values and only the Dutch university showed some movement towards the globalizing practices, which American universities were more readily adopting.

Since little has been written on this topic, particularly its historical component, the work fills an important gap in the literature. The book delineates the broad contours of the history of higher education in Africa in exceptional historical breadth, voluminously documenting its subject in the text, detailed footnotes, and lengthy appendices. Its methodological approach is that of critical historiography in which the location of the African continent in world history, prior to the advent of European colonization, is an important dimension. In addition, the book incorporates a historical survey of foreign assistance to the development of higher education in Africa in the post-independence era, with a substantive focus on the role of the World Bank. It has been written with the following readership in mind: those pursuing courses or doing research in African studies, studies of the African Diaspora, and comparative/international education. Higher education is going through a turbulent period of change. Based on a research project coordinated by J^Durgen Enders at the University of Kassel in Germany, the book highlights the changes taking place in higher education and examines the working conditions of academic staff in fourteen European countries.All countries in the study have seen changes regarding the actors and procedures relevant for the regulation of the employment relationships of academic staff. This book explores the goals, efforts and outcomes of international assistance to higher education over the past three decades and investigates how these have impacted changing State-university relations. Focusing on the case study of Indonesia, Bastiaens demonstrates how international aid facilitated and at times actively encouraged changing patterns of state-university relations from state control towards greater institutional autonomy. While a substantial number of studies have evaluated the effects of merit aid programs, there is a surprising lack of any systematic consideration of how states determine eligibility criteria for these scholarships. The selectivity of merit aid eligibility criteria can be as important as whether or not such programs are adopted. If, for example, merit aid programs have broad, easily-attained initial eligibility criteria, then a large proportion of high school graduates, including low-income and under-represented students, will gain eligibility. On the other hand, if the criteria are more rigorous, then a smaller proportion of students, likely those already planning to attend and with the means to afford college, will be eligible. Thus, this innovative book - the first to deepen the descriptive and conceptual understanding of the process by which states determine merit aid scholarship criteria - is crucial to understanding merit aid's success and failures at fulfilling the promise of education.

The management of faculty careers is a critical issue in university autonomy, and in many countries recent reforms have increasingly addressed this area. Musselin’s exhaustive empirical research on academic job hiring practices and faculty career patterns included over 200 interviews with faculty members and administrators concerning two disciplines: history and math. Each of the countries has very different historical traditions with regard to how peers recruit their colleagues within the academy. Using what is known as an "economics of quality" comparative approach, she sheds new light on faculty worklife. The author’s focus on the criteria of evaluation in academic hiring decisions is a unique contribution and one that should stimulate the current debates on higher education reforms.
