MALCOLM CHALMERS is a Senior Lecturer in the Department of Peace Studies, University of Bradford. He has written widely on international security issues. His publications include Paying for Defence (1985), Asia-Pacific Security and the UN (1995), Confidence-building in South-east Asia (1996), British Security Policy: Broadening the Agenda (1997) and Kosovo: the Crisis and Beyond (1999).
