    RICHARD BELLAMY is Professor of Political Science and Director of the School of Public Policy at University College London, UK, and Academic Director of the European Consortium for Political Research (ECPR). His recent publications include Liberalism and Pluralism: Towards a Politics of Compromise (1999) and (as co-editor) The Cambridge History of Twentieth Century Political Thought (2003), Lineages of European Citizenship: Rights, Belonging and Participation in 11 Nation States (2004) and Citizenship and Governance in the EU, 2nd ed.
