Mary Warnock is by professional training a philosopher. She has also been a prominent figure in education, first as a fellow and tutor in Philosophy at St Hugh's College, Oxford. She is the author of a number of books, most notably An Intelligent Person's Guide to Ethics. Brahm Norwich is Professor of Educational Psychology and Special Educational Needs in the Graduate School of Education and Lifelong Learning at the University of Exeter, UK. Lorella Terzi is Reader in the School of Education at Roehampton University, UK. Christopher Winch is Professor of Educational Philosophy and Policy at King's College London, UK.

The difficulties in achieving the lofty ideals of the early Warnock Report have many parallels in the USA, even though the two countries converged on their policies from somewhat different pathways.
