De Wet Schutte is Emeritus Professor in Community Development at the Cape Peninsula University of Technology and a researcher at the Centre for Student Support Services, University of the Western Cape, South Africa. Ekhosuehi Oghator is Professor of Development Administration and Policy at the University of Benin, Nigeria.
