In recent years exclusionary policies of the Indian state have raised questions concerning social harmony and economic progress. During the last few decades the emergence of identity politics has given new lease of life to exclusionary practices in the country. Castes, communities and ethnic groups have re-emerged in almost every sphere of social life.This book analyses different aspects of social exclusion in contemporary India. Divided into three sections – 1. New Forms of Inclusion and Exclusion in Contemporary India; 2. Religious Identities and Dalits; 3. As far as North-east region is concerned, the authors argue that there is a tendency to highlight the homogenizing nature of the Indian culture by stressing one history, one language, one social ethos. Diversity is hardly accepted as a social reality, which has adversely affected the inclusive nature of the state. The papers in this book show that the state intervenes in the development process according to its own predilections, depending on the interests and views of those who dominate the state. Ruling elites may have different priorities, as is revealed very clearly in the different policies adopted in Bengal under the colonial state, the state of Pakistan, the state of Bangladesh and the Left Front government of West Bengal. These policies had a differential impact on various communities, Hindus and Muslims, higher castes and lower castes, Bengalis and non-Bengalis and often on different sections within each community.

This book is an edited version of Tadahiko Hara’s work on family and kinship among Muslims of Bengal. Hara did an intensive fieldwork in a village in Chittagong district of Bangladesh.

This book deals with the dynamics of local-level politics in China and India. China introduced new policies to restructure local politics in 1978. In place of communes, civil society organizations and cooperatives were introduced in villages. More changes came about with the introduction of the Organic Law of the Villagers' Committees of the People's Republic of China in 1998. The new local power structure includes state-sponsored institutions like Villagers Committees and the traditional civil society organizations (CSOs) and non-government organizations (NGOs). As in China, local politics in India undergoes considerable changes during the last few decades. Panchayati Raj Institutions (PRIs) were reformed in 1992 with a constitutional amendment act. CSOs and NGOs were allowed to function. Against this background, the present book is undertaken with the objectives first, to present two different models of local politics and second, to compare the two, finally to focus on the two different models of development. This book will interest scholars of rural governance, rural transformation, and the role of the grassroots CSOs and NGOs in shaping development program and growth in the two large countries in Asia.
