In an era of globalization, international communication constantly takes place across borders, defying sovereign control as it influences opinion. While diplomacy between states is the visible face of international relations, this “informal diplomacy” is usually less visible but no less powerful. Information politics can be found in propaganda, Internet politics, educational exchanges, tourism, and even popular film. The International Politics of Communication examines this informational dimension of international politics, investigating how information is generated, conveyed through channels, and directed specifically at audiences. While citizens are often portrayed as faithfully loyal supporters and beneficiaries of the modern nation-state—a fiction supported by passports, identification papers, and other notarized credentials—they are subject to the pulls of loyalty from transnational tribal affiliations, mythological and historical narratives of ethnicity, as well as the transcendental claims of religion and philosophy. Increasingly, social media also enchants non-state individuals, providing new virtual communities as the center of loyalties rather than national affiliations. By reinterpreting taken-for-granted concepts in journalism, media, political economy, nationalism, development, and propaganda as information politics, this book prepares serious-minded scholars, citizens, politicians, and social activists everywhere to understand the power plays in international communication and use alternatives to begin transforming power relations.

Many maintain that the arrival of computers networked across sovereign borders and physical barriers is a liberating force that will produce a global dialogue of liberal hues but this book argues that this dominant paradigm needs to be supplemented by the perspective of alterity in the impact of Information Technology in different regions. Local experts draw upon a range of Asian cases to demonstrate how alterity, defined here as a condition of privileging the hitherto marginal and subterranean aspects of a capitalist world order through the capabilities of information and communications technologies, offers an alternative to the paradigm of inevitable material advances and political liberalization. Calling attention to the unique social and political uses being made of IT in Asia in the service of offline and online causes predominantly filtered by pre-existing social milieus the contributors examine the multiple dimensions of Asian differences in the sociology and politics of IT and show how present trends suggest that advanced electronic media will not necessarily be embraced in a smooth, unilinear fashion throughout Asia. This book will appeal to any reader interested in the nexus between society and IT in Asia.

This book explores civil–military relations in Asia. With chapters on individual countries in the region, it provides a comprehensive account of the range of contemporary Asian practices under conditions of abridged democracy, soft authoritarianism or complete totalitarianism. Through its analysis, the book argues that civil–military relations in Asia ought to be examined under the concept of ‘Asian military evolutions’. It demonstrates that while Asian militaries have tried to incorporate standard, Western-derived frameworks of civil–military relations, it has been necessary to adapt such frameworks to suit local circumstances. The book reveals how this has in turn led to creative fusions and novel changes in making civil–military relations an asset to furthering national security objectives.

Conversely, polycentrism could also imply a return to a more neo-realist oriented international order where great powers ignore ASEAN and steer regional order according to their perceived interests and relative military superiority. This book embraces these contradictory trends as a foundation of analysis and accepts that disorder can also be re-described fromthe perspective of studied detachment as polycentric order.
