Insgesamt stellt sich die Frage, ob die Erwartungen und Optimierungshoffnungen der auf evidenzbasierten Steuerungsansätzen beruhenden Reformen auf schul- und unterrichtspraktischer Ebene überhaupt erfüllt werden können: Welche beabsichtigten und nicht beabsichtigten Effekte resultieren aus den neuen Steuerungsinstrumenten?
